The project has experienced delays since becoming effective, which have resulted in reduced implementation timeframe. The delays are mainly related to procurement of key services. As of the Implementation Support Mission of December 2018, the project significantly increased its implementation pace, completed small works under component three and commenced delivery of livelihoods support under component four, which form the majority of the project’s financing. Majority of small works subprojects have been completed (31 out of 37 completed). 2 . A total of 927 households received livelihoods support following the completion of small works subprojects. 3 . Sites for field visits to successful community-based Natural Resource Management (NRM) subprojects for target communities and local authorities have been identified, but the exchange visits are on hold due to the country situation. 4 . Various communications and sensitization activities implemented to strengthen the link between NRM and livelihoods to raise community awareness and ownership of project interventions. 5 . Project successfully switched to the new financial management information system. 6 . Component Two (Analytics and Technical Assistance, Bank-executed on behalf of the Recipient): (i) An appraisal of youth employment opportunities in Kassala State is conducted, and (ii) ToR for an assessment of productive use of mesquite trees was developed. 7 . The project successfully established a number of joint initiatives to expand the support to project beneficiaries, including the health insurance support initiative with Zakat Chamber. This is due to the situation in the country that might negatively impact the implementation and achievement of the PDO. The key risks related to project completion are as follows: 1 . Withdrawals have been suspended due to the political situation in-country, where the president has been removed and a transitional government has not yet been agreed on internally or recognized internationally. 2 . The economic situation in the country remains fragile, with difficulty accessing cash and fuel to support ongoing operations / implementation. Power cuts have increased in frequency and length which, combined with the fuel shortage, has posed a significant challenge to business continuity. 3 . The project restructuring, which reached the last internal step (CD approval) in April and is meant to extend the project closing date beyond July 2019, has been put on hold due to the fluid situation in-country and lack of clarity related to OP 7.30 regarding the government and constitution.
