The Cabo Verde Education and Skills Development Enhancement Project became effective on April 4, 2019. The Project Development Objective (PDO) is to strengthen foundational skills in education and improve the relevance of training programs to the recipient’s strategic development plan. The project has three main components: (i) Support to the Basic Education Reform; (ii) Support to demand-based training financing schemes; and (iii) Support to the Education and Skills Development Reforms and Project Management. Progress by Component. Since effectiveness, the project has made significant progress under all 3 components. Component 1: Support to the Basic Education Reform. 12/30/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Cabo Verde Education and Skills Development Enhancement Project (P164294) The Project is supporting the Ministry of Education's ongoing reform to improve the quality and relevancy of basic education in the country. The first round of verification of the Disbursement Linked Indicators (DLIs) was completed in July 2019. DLI 2 (operationalization of a student assessment unit in the Ministry of Education) and DLI 3 (Grades 1 and 5 primary school teachers trained in the new curriculum) have both successfully been met. The report from the Independent Verification Firm (IVF) noted delays in finalizing the teacher materials for Portuguese and Mathematics in Grades 2 and 6 which is required to meet the Year 1 target for DLI 1. This is expected to be completed by early 2020 and once completed, the IVF will prepare an addendum to the previous DLI verification report which confirms that the missing materials have been finalized and disseminated. Component 2: Support to demand-based training financing schemes. The Project has been supporting a series of reforms to the existing Skills Development Fund (FPEF) to ensure that training activities and available financing are more aligned to the needs of the labor market. The recruitment of a Senior Skills Specialist to support this work is in the final stages. This person will work with the FPEF Manager to finalize the manual which outlines the processes and procedures for the selection and administration of both grants and scholarships. Following the approval of the manual, the first call for grant proposals is expected by January 2020. Under this call for proposals, training activities linked to tourism and ICT will be prioritized, however any sectors able to demonstrate existing opportunities for employment will be considered. The adoption of a financing model to support skills development training programs is a condition of disbursement and a prerequisite in order to be able to advance with the scholarship program supported by the Project. High-level discussions for this proposed financing model have already taken place and work is ongoing to establish the necessary legal and regulatory framework to support the tax levy on the private sector in particular. The Government is aiming to complete this work by no later than July 2020. The World Bank will continue to support the strengthening of the fund mechanism by organizing a workshop in early 2020 to share examples of best practices involving the private sector and lessons learned from establishing similar skills funds in other countries. Component 3: Support to the Education and Skills Development Reforms and Project Management. This component supports various technical assistance required to achieve the results outlined in Components 1 and 2. Terms of Reference have been drafted, technical assistance identified, and recruitments are underway or already completed for a number of activities. In the education sector, these include technical assistance to support the development of a module on socio-emotional skills, a pilot of results-based management at the local level and implementation support for the new teacher professional development plans. In the skills sector, these include the hiring of the above-mentioned Senior Skills Specialist to provide overall support to Component 2, experts in tourism and ICT to support the development of skills development activities, and a firm to support the development of an Overall National Strategy for Employment and Skills Development. In addition, the Government has now finalized the contract with the Coding Academy to train individuals in high-demand areas in ICT. Although there has been significant progress, in order to achieve all of the expected results, there is still a need to accelerate these recruitments. The team has developed an action plan to ensure the Project remains on track and adherence to the agreed upon deadlines should be carefully monitored.
