The Lifelong Learning Project aims at addressing the following four sector issues concerning the need to: a) increase the access to the National Institute for Adult Education - INEA - services, and improve its efficiency, including responsiveness to indigenous population, and non-indigenous indigent adults; b) develop methodologies to increase the learning outcomes of the beneficiaries; c) thoroughly monitor and evaluate the pedagogical model, based on the premise of learning through experience; and, 4) strengthen the federal, state, and civil society institutions to cope with an increased, and effective demand for adult education. This Indigenous Peoples Plan (IPP) specifically addresses intercultural, bilingual education to ensure an educational development within indigenous groups, and, stipulates participatory strategies for indigenous beneficiaries. This strategy has been identified by a technical group, responsible to develop education material, in collaboration with authorities - both at the local and municipal levels -and the community. The diagnosis for educational, and cultural needs shall be determined by various organizations, including that of women, through specific workshops, who shall agree on the mechanisms, and strategies for the application of appropriate educational programs. Institutional capacity will be strengthened through capacity building, training, and technical assistance as required, and monitoring and evaluation will be pursued to ensure compliance with these guidelines.
