The Grant Agreement was signed on July 22, 2019. The rating of progress towards achievement of PDO is Satisfactory. Project Effectiveness deadline is October 20, 2019. The next steps towards project effectiveness are: (i) Local approvals: The project has already been approved by the Cabinet, and it has been sent for Parliament information. The Legal opinion is expected to be completed by early October 2019; and (ii) Project effectiveness condition (hiring of a safeguards’ specialist): PFMU is in the process of recruiting the safeguards specialist on a competitive basis, interviews took place by mid-August and contract signing is planned for early October 2019. Implementation Arrangements. A Project Steering Committee (SC) was established in July 2017. Given the involvement of multiple agencies and interest groups at different levels, the SC aims to support and effective coordination and collaboration of all parties. Technical Support Group (TSG), within the Ministry of Transport and Aviation, will be responsible for project implementation. The recruitment of the TSG staff is ongoing and expected to be completed by end of October 2019.
