The Ministry of Social Affairs (MOSA) has made significant progress with the Cash Transfer Program (CTP), specifically in terms of (i) reaching approximately 110,000 households (half of which are female headed households), covering more than half of the poorest quintile as well as devoting two-thirds of its resources to the extreme poor; (ii) participating in targeting and other program assessments, and (iii) recertifying over half of CTP beneficiaries with plans to recertify an additional 18,000 households this year. The project is also currently engaging citizens by developing a complaints handling mechanism (CHM), which would make the project more responsive to beneficiary needs. In addition, this CHM would Page 1 of 5 The World Bank Report No: ISR15335 help ensure greater (i) transparency, (ii) awareness, and (iii) trust in the selection of project beneficiaries among citizens and key stakeholders (e.g., social workers, government officials, etc.). It is also useful to note that the recently finalized 2014 CTP Phase II Targeting Assessment (TA)—which explored the potential need for modifications to the proxy means test formula Public Disclosure Copy (PMTF) as well as the possibility of using the PMTF for targeting beneficiaries in other social assistance programs—concluded that the current PMTF model could be applied among applicants if a rise in prices takes place and rapid interventions are needed to mitigate the price increase’s effects on the extremely poor and vulnerable. Yet, the PMTF by itself does little to identify households facing other shocks (such as job loss), and additional targeting mechanisms would be needed in combination with the PMTF to address these kinds of shocks.
