In the long run, the project should contribute to increasing and diversifying rural household incomes and economic opportunities. It supports the development of a vibrant and diversified commercial agriculture as a means to move away from subsistence agriculture, which is often synonymous to poverty for a majority of rural households. Some of the selected technologies are about to prove financial viability (20 RTE on 24 planned). A group of dynamic promoters is emerging with a critical mass of sub-projects (240 subprojects out of 350 planned) very coherent with the proven technologies and the project approach. The joint-trade organizations are structured and establish partnerships among themselves and develop links with their partners. Additional investment funds are mobilized. The main critical links in the value chains are addressed successfully. Thus, the volume and value of the products marketed for the three main value chains, mango, shallot / onion and potato are in process to achieve the project expected results (respectively 102%, 90%, 88% and 97%, 90%, 85%). Following Mali coup on March 22, 2102, the World Bank stopped disbursement for Mali Portfolio. At this time, the project was undertaken on two fronts: (i) the finalization of implementation of the present phase and the preparation of an additional financing of USD 20 million. The concept note was approved by the CD on June 16, 2012, and the decision meeting was planned for may 16, 2012. At this time the amount of the special account was FCFA 754.167 million (USD 1.5 million ). The project sent a DRF of FCFA 291 million (USD 582000) on April 4, 2012 (positioned on March 21, 2012, and then corrected on April 4, 2012.). The project prepared a minimal program adapted to its available funds from April to June 2012. This minimal program is under implementation. For all these reasons, this ISR just an up-date of the previous situation.
