The revised legal package should be presented to the Ministers Council by June 30; and (iii) the draft of the roadmap for SCPT restructuring and the launch of the preparatory work (technical studies and bidding documentation) for the rehabilitation of Moanda-Kinshasa link are underway: major studies have now been launched and consultants should deliver the reports within the coming months. The recruitement of key staff (dated legal covenants in the Financing Agreement): SPN General Manager, Procurement specialist, Financial management specialist, Accounting and Assistant, and project focal points is now complete (last no-objection for the recruitment of SPM and RAF haven been provided May, 31, 2016). The Investment Bank in charge of structuring the future PPP between the SPN and private operators in currently in the field. The official decision by the Government regarding the formal adoption of route for the Western, Eastern and Southern cluster was shared by COPIREP to the World bank team and Transaction adviser on February 19, 2016. The technical studies (surveys) on the Kinshasa Moanda axe have been finalized and the surveys for the East and South clusters will be initiated in July 2016. The consultants in charge of drafting the SCPT restructuring roadmap and those in charge of the rehabilitation of the Moanda Kinshasa are in the field and produced a first set of deliverables. The MINPTT, the SCPT, the Ministry of Portfolio are supporting the consultants working on these aspects obtain all information necessary to their outputs. The Investment Bank has delivered to SOCOF and COPIREP (i) a draft technical specification/bidding documentation April 20, 2016 and (ii) a "PPP structuring option" report May 11, 2016. Both documents received comments from the ICT team and safeguards specialists from the World bank. SOCOF and COPIREP staff should rapidly organize the transition of project coordination from the COPIREP to the newly created company. All technical assistance and the preparation of the bidding process for the first link to be built, should be closely supervised.
