This delay had Page 1 of 13 The World Bank Report No: ISR12714 also negatively impacted the linked GFCRP financing. While the IDA financing for Burkina Faso and Cote d’Ivoire became effective in June and September 2011 respectively, the one for Nigeria was not effective until July 2012. The GFCRP financing became effective for the three countries only in July 2012, with the effectiveness of the WAAPP Nigeria, due to the cross conditionality clause. Public Disclosure Copy The mid-term review conducted in these countries confirmed the relevance of project objectives, components and overall institutional arrangements. WAAPP-1B has reached a total of more than 600,000 direct beneficiaries; more than 150,000 hectares are now under cultivation using the newly released technologies and more than 100,000 producers/processors have now adopted new technologies released under the project. The mission considers that despite implementation delays, the project is progressing satisfactorily towards meeting its development objectives. The disbursement status as of September 2013 was for the IDA financing: 20.81% for Burkina, 42.22% for Cote d’Ivoire, and 19.20% for Nigeria. With respect to the GFCRP the disbursement rates were 8.37% for Burkina Faso, 19% for Cote d’Ivoire, and 11.32% for Nigeria. The relatively low disbursement rate for the GFCRP was mainly due to the delayed effectiveness of the GFCRP financing. Moreover, with respect to the IDA financing the low rate for WAAPP Burkina was mainly due to the complex national procurement procedure. As for WAAPP Nigeria the low rate was mainly because the project got the authorization from the Government for full implementation of project’s activities only in April 2013. In fact WAAPP Nigeria should be commended for the impressive results it achieved in the last 6 months. Thus the mission considers the overall performance of the implementation of WAAPP-1B as Moderately Satisfactory (MS). However, it upgraded the rating for Cote d’Ivoire to Satisfactory (S) given the important project’s achievement in this country, while it maintained the Moderately Satisfactory (MS) ratings for Burkina Faso and Nigeria. In addition following the mid-term evaluation, and in order to accelerate implementation of project’s activities, it has been proposed to restructure the project along the following lines: i) align the result framework along the one developed for WAAPP-2A; ii) initiate the transformation of the NCoS into Regional Centers of Excellence and therefore open the scientific committee to include representatives of the participating countries and conduct sub-regional trials financed by participating countries; and iii) process a reallocation of funds putting more resources under component three to speed testing and dissemination of technologies generated in the sub-region. Implementation status update by country: BURKINA FASO: The mission noted that the implementation of project activities in the field continued through its different components. Although the rating of the project remains moderately satisfactory (MS), the overall trend observed in the implementation of project activities suggests that the project is progressing positively towards achieving its Development Objective. Todate WAAPP Burkina has reached more than 100,000 direct beneficiaries (of which 47% women). The project registered its first results in term of technology generation as three (3) tolerant-rainy season varieties of tomatoes have been released. More than 60,000 hectares of land have been cultivated using the newly released technologies and more than 25,000 producers have now adopted the technologies released under the Project. Moreover, implementation of adaptive and strategic research projects is now started following the validation of respectively eight (8) and ten (10) projects by the Independent Scientific Experts Committee. Furthermore, the project managed to launch irrigated rice and fodder seeds production with a total of 525 tons (300 tons for rice and 235 tons for fodder seeds) covering 13225 ha expected by May 2013 in partnership with Burkina farmer’s seed producers’ organization. For academic training of young researchers, 26 candidates (8 PhD, 18 Masters have been selected). Under the competitive research grant sub-component, the project awarded its firs t six (6) grants with an amount of US$ 480,000. The main challenges the project is facing are (i) speeding-up the implementation of activities of the National Center of Specialization (fruits and vegetables), (ii) finalizing the technical expertise of laboratories in collaboration with CIRAD, and (iii) ensuring a good disbursement and annual budget execution rates. Public Disclosure Copy COTE D’IVOIRE: WAAPP Cote d’Ivoire registered impressive results, especially during the last 6 months: the Project has now reached close to 150,000 direct beneficiaries (of which 29% women); the National Center of Specialization is in the process of releasing 4 new technologies with a potential of 50 to 150% increase in yield; about 90,000 hectares of land is now under cultivation using the new technologies released under the Project; close to 35,000 producers have adopted the improved technologies generated under the Project; the Project financed new approaches and methods like innovation platforms and e-extension to help in the accelerated adoption of technologies. In terms of capacity building the Project is financing about 40 students in their Master and PhD programs. WAAPP Cote d’Ivoire has also adopted new technologies from other WAAPP countries, including e-extension, manual harvesting equipment for rice and new varieties of rice. The main agreed actions for the next mission include: quickly establishing the structures that would enable the implementation of ECOWAS seed regulations; and the update of the strategy for the production, certification and distribution of certified plants and seed; NIGERIA: It is worth to note that the WAAPP Nigeria was able to achieve remarkable results, since April 2013 when it was authorized to fully disburse: it has reached more than 350,000 direct beneficiaries (of which 38% are female); about 59,000 hectares has been put under cultivation with improved varieties, with about 53, 000 producers having adopted Page 2 of 13 The World Bank Report No: ISR12714 the improved varieties made available under the project. An extensive genetic material multiplication program has also been launched with the participation of private companies and farmer based organizations. In the crop sector, WAAPP Nigeria is supporting this year the production of 22 metric tons of maize breeder seeds, 84 metric tons of maize foundation seeds; 34 metric tons of sorghum breeder seeds, 16 metric tons of sorghum foundation seeds; 17 metric tons of Rice breeder seeds and 113.75 metric tons of rice foundation seeds. In the fisheries sector, a total number of 646,000 catfish and 144,000 tilapia breed stocks are being multiplied while 75,851,700 catfish fingerlings, 17,200,000 tilapia fingerlings and Public Disclosure Copy 1,000,000 carp fingerlings are also being produced. In addition, the project is supporting manpower development of researchers through the enrolment in long term academic training of researchers and extension personnel with a total of 48 candidates at both the PhD, Masters and PGD levels. The main areas of focus for the Project should be that now that the project is in full implementation it should try to maintain the momentum and work on improving disbursement of available resources (both of the IDA and GFRP). WAAPP-1B has reached a total of more than 500,000 direct beneficiaries; about 150,000 hectares are now under cultivation using the newly released technologies and more than 100,000 producers/processors have now adopted new technologies released under the project. The mid-term review considers that despite implementation delays, the project is progressing satisfactorily towards meeting its development objectives. However following the mid-term review, and in order to accelerate implementation of project’s activities, it has been proposed to restructure the project along the following lines: i) align the result framework along the one developed for WAAPP-2A; ii) initiate the transformation of the NCoS into Regional Centers of Excellence and therefore open the scientific committee to include representatives of the participating countries and conduct sub-regional trials financed by participating countries; iii) process a reallocation of funds putting more resources under component three to speed testing and dissemination of technologies generated in the sub- region.
