There is steady progress of physical infrastructure, overall 63% completed. Construction of combined cycle power plant (CCPP) has advanced to 50%; installation of power evacuation system is complete and it is on partial load-test; and installation of gas transmission line is 85% complete and scheduled to flow upstream gas from November. Implementation of Technical Assistance (TA) is going on steadily with three large contracts, at advanced stage Page 1 of 5 The World Bank Report No: ISR16833 of procurement. The implementing agencies are acquiring a wide range of utility capability with the help of the TA. The current rate of implementation trend of the project is expected to continue. Based on the above, the implementation performance rating of the project has been upgraded to Moderately Satisfactory (MS). However, the PDO rating of the project remains Public Disclosure Copy Moderately Unsatisfactory (MU) as the PDO Indicator (supply 2.49 billion kWh of energy per annum) cannot be monitored in life time of the project (project closing on March 31, 2016) since the CCPP is scheduled to be commissioned in February 2016. Hence, an extension of the closing date is required to review the PDO rating for an upgrade. An additional reason for not upgrading the PDO rating is the lack of signed gas supply agreement (GSA) since this is key to ensuring that the PDO can be achieved. The Simple Cycle commissioning scheduled for May 2015 is achievable with continued concerted efforts of the implementing agencies, Isolux and Fichtner. The next supervision mission planned for December 2014 will review the implementation performance for an upgrade of the IP rating, and also the PDO rating in case an extension of the project closing date is processed in Bank system.
