The Project is progressing well in meeting its objectives as shown by increased coverage (access) and grade-level completion (retention). Gross coverage rates at the pre-school, lower secondary, and upper secondary levels in targeted territorial entities have increased at a steady pace. Gross coverage rates rose to 92% in pre-school (baseline Page 1 of 5 The World Bank Report No: ISR14328 73%), 97% in lower secondary (baseline 72%) and 58% in upper secondary (baseline 36%). Primary school completion rates rose from 76% in school year 2008/09 to 80% in school year 2013 Even larger gains were observed in lower secondary school completion rates – rising to 57% from 46% - and in upper secondary, where completion rates increased from under a fifth of students at the baseline (23%) to 34% as of school year . The PDO remained unchanged. In summary, the changes and rationale were as follows (i) Results / indicators: Revision of the three Project PDO indicators, and six of the eight intermediate indicators, due to the Government’s adoption of a different methodology for the measurement of some outcomes, and to reflect further expected progress during the extended Project period. Five new indicators were included from the original PAD to reflect interventions and activities under implementation that need to be measured. (ii) Reallocation of the loan proceeds. Change of the Disbursement Table to reallocate funds among categories of expenditure. (iii) Project costs.
