INIAF has carried out most of the planned project activities and met most of the end-of-project targets, despite multiple issues that emerged during the life of the project. End-of-project targets for all three Key Project Indicators (KPIs) have been achieved, and in two cases they have been exceeded. During the mission carried out in November 2016, INIAF reported final values for KPI #1 (Participation of Research and Extension organizations in meetings of the National Agricultural Innovation System…) and KPI #3 (agricultural organizations that see INIAF as an effective leader…). During the final mission, INIAF presented solid evidence showing the adoption of 20 innovations promoted under PISA (KPI #2); some of these innovations, such as the new varieties of wheat, maize and rice, show promising results in terms of increased yields, enhanced drought-tolerance, and expected economic impacts. Out of 25 Intermediate Results Indicators, 8 (32%) have exceeded their targets, 8 have met or come close to meeting targets, and 3 have been partially achieved; values for 6 indicators are still awaited. Some results achieved are outstanding such as the level of seed certification, the number of agricultural innovations developed using participatory methods, and the number of accessions characterized. INIAF has been able to benefit over 30,000 farmers through its core services – technical assistance and seed certification. Sustaining strong institutional capacity is essential to projecting and amplifying the outcomes of the project in the medium- and long-term. PISA was designed to establish the institutional basis that would allow the agricultural innovation system to achieve higher level outcomes (productivity growth, improved food security, sustainable development, and enhanced income-earning capacity of rural households). With support from the Swiss and Danish Cooperation, INIAF management has prepared a sound strategy for institutional sustainability. The Government has now to decide how it will secure the necessary resources needed by INIAF to sustain and develop its institutional capacity in the short-, medium- and long-term, so that it can continue leading the national innovation system and delivering technologies that benefit the sector.
