Notwithstanding the delays in implementation the three main studies have advanced preparation of the Batoka Gorge Hydro-Electric Scheme. The project design options assessed have proposed a dam location and the project layout which is informed by the need to develop the full head between the Kariba and Batoka schemes with development of the proposed Devils Gorge HES. The recommended option is for a 181m high RCC gravity arch dam with two surface power stations situated either side of the river each with an installed capacity of 1,200MW, giving an total installed capacity of 2,400 MW. The total cost is estimated to be in the order of US$2.7 billion, excluding financing and other associated costs, with the studies confirming this to be the least unit cost generation option with the highest rate of return. The preferred and most viable transaction structure is considered to be a split development that includes public financing of the dam through ZRA and Special Purpose Vehicles on either side of the river for the power stations. Total investment cost is roughly US$2.7 billion, excluding financing and other associated costs. ZRA’s Council of Ministers will make key decisions in the month of December that will direct the form and character of the scheme vis-à-vis the detailed technical design and financing options to advance to complete project design.
