Yemen is in an urgent need of this kind of support considering the new situation after the uprising and the new presidential election. This would enable Yemen to enhance its national procurement practice, complete establishing the High Authority for Tender Control, and develop capacity of the Government officials to implement the new reform oriented procurement law. It is envisaged that the proposed activities under the IDF grant would improve transparency and accountability of the public procurement practice. Revising the Procurement Law and the Executive Regulation: An international legal expert have been hired by the HTB has already submitted a draft amendment for the Procurement Law and its Executive Regulations.Also, the consultant has recently submitted a draft complaints mechanism as per the contract requirement. The HATC will translate the draft documents and share them with all stakeholders. It was agreed that a workshop with the participation of the legal expert and all relevant stakeholders will take place by end Public Disclosure Copy of May 2013. Establishment of a Sustainable Capacity Building Program: Sustainable Capacity Building Program: The HTB has already identified universities and training institutes in Sana’a, Aden and Hadramout governorates to include procurement training in their curriculum. The HTB has also initiated the hiring process of the consultant that will be financed by the IDF grant. The contract with service provider consultant for the procurement accreditation program is expected to be signed by May15, 2013. These are the main components of the IDF-Grant in which a very good progress has been made.
