The demobilization component of the project is progressing well and all the demand for demobilization has been met. From January 1, 2009 to October 31, 2015, a total of 8,332 ex-combatants have been demobilized, including 4,000 from RDF and 4,332 from Armed Groups. Repatriation and demobilization rates have continued to be low, due to above-described issues in and around the voluntary disarmament of FDLR/FOCA combatants, and despite a strong emphasis on cross-border communication efforts appealing to combatants still in eastern DRC. Reinsertion is progressing well, with a total of 8,332 ex-combatants, including 4,000 RDF and 4,332 AGs having received their reinsertion benefits. Mental Health. Progress on mental health support is going well. 100% of incoming ex-combatants at Mutobo were screened for mental health issues. A mental health training needs assessment was completed in May 2015. The multi-module training for mental health staff of the project and key partners in the Rwandan health system is going well and the second module has already been completed. The third module is scheduled to take place in February-March 2016. Reintegration. Economic and social reintegration activities are progressing well. From January 1, 2009 to October 31, 2015, a total of 8,457 reintegration grants have been provided to ex-combatants, including 125 ex-combatants demobilized under the previous project. The planned technical assistance and training on resource mobilization for cooperatives have been completed. The next round of support to cooperatives will start in early 2016. Support to vulnerable groups. The project continues to provide quality and tailored support to children formerly associated with fighting forces, female, and disabled ex-combatants. From January 1, 2009 to October 31, 2015, a total of 260 children have been received at the Children Rehabilitation Center, including 12 children receiving support at the Children Rehabilitation Center as of October 31, 2015. Since January 2009, the project has provided children ex-combatants with 41 IGA grants, 20 formal education, and 201 skills training. The project continues to provide support to a total of 3,221 disabled and chronically-ill ex-combatants, including 3,177 who receive Mutuelles de Santé, and 3,036 who receive a monthly allowance. As of October 31, 2015, 1,272 category I, 844 category II, 777 category III, and 1,366 category IV surgeries have been completed. The construction of 20 Category I houses was ongoing as of October 31, 2015. The project continues to provide Vulnerability Support Window (VSW) support to vulnerable ex-combatants in the form of access to training, education, or income generating activities. From January 1, 2009 to October 31, 2015, a total of 4,967 ex-combatants who were selected through vulnerability screening received support through the VSW program. As of October 31, 2015, the project completed vocational training for 54 ex-combatants and IGA support for 68 of VSW 12 respectively in April and June 2015, with the toolkits distributed before the closure of the training, and 3 ex-combatants receiving formal education support from VSW 11 and VSW 12 were on- going. The screening and sensitization for VSW 13 took place in November 2015 and 149 ex-combatants from Phase 51 - 53 were targeted for screening. Dependents. A total of 7,513 dependents were received by the project as of October 31, 2015. 100% received a Reinsertion Kit. The project continues to conduct mini-Pre Discharge Orientation Programme (PDOP) and sensitization workshops for adult dependents of ex-combatants. Three series of mini-PDOP for 62 dependents took place, with 37 dependents from phase 54 attending in July/August and 25 from phase 55 attending in September and November. A sensitization workshop for phase 54 took place in October 2015 in five different sites nationwide, attended by 68 persons, including 40 ex-AGs and 28 dependents. Gender. In July 2015, in collaboration with the Rwanda Men’s Resource Center (RWAMREC) and focal point from the Isange One-Stop Center, the project conducted a training for 33 technical staff of the RDRC on gender equality and response to and referral of sexual and gender-based violence (SGBV), including a visit to the Isange One-Stop Center. Prior to the training, the project also conducted a meeting with RWAMREC for consultation on gender mainstreaming and sensitization as well as the training preparation. Mainstreaming.
