To date $6.4 million has been disbursed, about a third of the credit amount. The Project supports implementation of the Ministry of the Family's (MIFAN) family and community-based social welfare Model, including the provision of family grants to participants in selected municipalities, and the provision of school feeding in participating municipalities. The Project is making progress towards achieving the Project Development Objective (PDO) as measured by its key results and intermediate indicators although some delays continued to be experienced during 2013. The Project has been supporting the Page 1 of 7 The World Bank Report No: ISR12639 improvement of MIFAN's capacity to develop and implement the Model and the family grant component in the selected municipalities. Specifically, in 2013, it financed the development of training and delivery of integrated services strategies; the development of the MIS and the Unique Registry of Beneficiaries; and the communication strategy. All these elements were put into place before rolling out the family grant component in August 2013. The selection methodology developed for the Project was applied using databases from the family census and the Programa Amor. Two cohorts of families were enrolled in the program (a total of 1,492 families), participated in the workshops, and received the Public Disclosure Copy family grants in October. A third cohort was enrolled in November, reaching a total of 5,858 families. Enrollment, registration, and certification processes are automated in the Management Information System (MIS). The project also financed a second purchase of food under the school feeding component which covered 15 days for about 236,000 children in selected municipalities. Current challenges are the roll out of the family counseling strategy which will prioritize families enrolled in the Child at Risk Component of the Programa Amor which targets at risk children and youth. The objective of the program is to get children back into school by supporting improvements in the practices and socio-economic conditions of the family, and integrating them into existing services. Another challenge is to ensure the ability to pay family grants in the few municipalities not covered in the existing contract with the financial institution. This will require launching a new bidding process. In addition, financial management procedures are being revised and strengthened. In April 2013 the Rapid Social Response TF 010216 closed having disbursed $2.6 million (93 percent of the total grant) The TF financed training for staff and community-based social promoters (volunteers) from MIFAN and the social welfare system to support the implementation of the Model at the national and subnational level; the purchase of basic equipment and goods for the development of the MIS and the Unique Registry of Beneficiaries; the provision of materials; and the implementation of a household census to identify potential beneficiaries of the Project in selected localities (120,435 household surveys). These activities helped to establish a platform to roll out the Model.
