Eight ethnic minority languages curricula are under development and are expected to be completed by June 2020. Teacher training: After the two training courses for 200 Master Trainers on competency-based education (CBE) teaching and assessment approaches and techniques in May 2019, the PMU have rolled out the training on Module 1 (Understanding the New Curriculum) to 1000 peer trainers and 7,000 curriculum champions. The training for these curriculum champions is expected to be repeated in April 2020 with coming Modules 2, 3 and 4 on CBE teaching, assessment and school-based curriculum development which are under development. 1/18/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Renovation of General Education Project (P150058) Quality assurance for textbook development: The MOET made a decision not to fund the textbook development using IDA resources but instead prioritizing resources on textbook appraisal process. The WB team stressed the importance of quality assurance issues and the accessibility of poor families to the new textbooks. As such, the MOET has developed textbook evaluation criteria to be used in the training and appraisal process; (ii) PMU will provide quality capacity training for textbook appraisal committees and textbook writers and editors; PMU hired four international textbook experts to help review the textbook appraisal criteria and draft textbook prototypes. The task team recommended the PMU to appoint two national experts on textbooks by January 31, 2020 to work closely with these international experts to optimize their technical inputs. As Vietnam is moving toward allowing the use of many sets of textbooks, MOET has drafted a guidance on textbook selection for provinces and schools prior to May 31, 2020 to ensure relevance and transparency in textbook selection. MOET will have to provide a concrete number of disadvantaged schools and students who need textbook loans by February 2020 so that textbooks will be procured and provided to primary school libraries on time prior to September 2020. To develop long-term capacity in curriculum development, textbook review and , the MOET commit to develop and deploy in-house professional expertise for textbook appraisal for the National Centre for Sustainable Development of General Education Quality (NCSDGEQ); The MOET need to make funds available for the two centres on national testing and curriculum development and evaluation to start their activities immediately so that the outputs can be used as inputs for revision of related policies on classroom assessment, national large scale assessment, transition to computer adaptive testing (CAT) for national examinations, development of learning progression for generic competencies and teaching and assessment of these competencies in the new curriculum; and inventorizing minimal equipment and teaching aids for supporting the new curriculum implementation.
