However, since the first disbursement, the project made tremendous progress to catch up on the lost time and is on track to fully implement its activities. The project has generated high interest among adolescents who often are not targeted as direct beneficiaries in most projects. Continued strong collaboration and engagement with key government entities – notably Ministry of Agriculture, Irrigation and Water Development and Department of Nutrition, HIV and AIDS. This was mirrored at district and community level. The project has been well received at national, district and community level, and use government structures. Project awareness and sensitization have been done, and structures clarified of their roles. 2 . Project registration of beneficiaries has been finalized. A total of 6,061 youth groups have been mobilized into 303 youth groups. A total of 600 peer leaders have been self-selected among the beneficiaries to lead the groups (2 per group). The adolescents have been given start up inputs and are replicating nutritious crop production in their homestead garden at their households. 3 . 19 mother demonstrations have been mounted in the impact districts, which acts as learning grounds for adolescents and extension workers on production of nutritious crops. 4 . The national project launch was undertaken with good participation from Ministry of Agriculture, Irrigation and Water Development, Districts Councils (Ntchisi and Mwanza), Department of Nutrition, HIV/AIDS, Embassy of Japan, CGIARs, local chiefs, media and adolescents. 5 . All the project staff (at FUM) have been recruited and reported for work. The staff work closely with government structures at all levels. 6 . Project GRM has been developed. The key outstanding issues for action include the following: 1 . Acceleration of project implementation: Project disbursement stands at 18 percent, as expenditures are at 19 percent based on 2018/19 approved annual work plan and budget. There is urgent need to speed up implementation and ensure timely execution of the activities. An accelerated implementation schedule of activities has been agreed and should be strongly adhered to. 2 . Capacity building materials and manuals: The development of capacity building materials tailor made for adolescents is necessary to guide project activities. A task force comprising of government department, FUM and donors has been put in place to guide the preparation of training manuals. It is important to ensure that such work is speeded up to guide proper messaging of information to adolescents, as prime beneficiaries to the project. 3 . District Environmental Social Management Plans (ESMPs): As guided by the disclosed Environmental Social Management Framework, there is need to develop district specific ESMPs and ensure that district stakeholders are appropriately oriented. These ESMPs should include safety and security of adolescents, including social, sexual and physical abuse. 4 . Amendment of Financial Agreement: The original FA omitted the sub grant arrangement, which is necessary to undertake professional delivery of demonstrations and promotion of nutritious/biofortified crops, as stipulated in the Project Appraisal Document. A simple level 2 restructuring will have to be made to accommodate the sub grant arrangement under the disbursement categories, to be executed by the mandated institute under the Consultative Group for International Agricultural Research (CGIAR).
