This is largely due to the delay in the construction work for the project universities and Qiaojia county. However, significant disbursement is anticipated in 2019 and 2020 as construction work is slated to complete for the three project universities and Qiaojia county by 2020. This is due in part to the beginning of enrollment in most project kindergartens. In terms of quality, the project supported teacher and staff training have been carried out according to plan and the Bank team's assessment is that the training participants expectations are largely met for the activities carried out in 2019. This was not adequately captured in the indicator on teacher certificate, which is the sole PDO indicator on quality. Also, as documented in previous two aide memoires, the annual targets for the indicator on teacher certificate are affected by the national new certification rules. With these considerations, the PMO plans to replace this indicator with a new indicator -- percentage of preschool teachers and staff with professional certificates in project counties, for which they have collected the current value and decided on an end target. The PMO will also propose to adjust end target of percentage of girls benefited from the project to be in line with the population trends in the project counties.
