The HEDP has made steady progress since the last mission. Eleven of the thirteen outcome and intermediate outcomes indicators have either achieved or exceeded their targets for the current stage of the project. There has also been progress on the two remaining indicators and these are on track to be achieved by June 30th, 2019. The Disbursement Linked Indicators (DLIs) for 2018 appear to have been met, subject to the third-party verification (TPV). The third tranche of USD 8 million will be disbursed once the Bank confirms the third-party verification report of the DLIs, which is expected to be completed by May 31st, 2019. It is expected that the verification will confirm that all relevant DLIs have been achieved (i.e. that the target of enrolling 5,000 female student in priority degree programs has been achieved; that 4 public universities will have new and functional Information and Communication Technology (ICT) centers; and that 6 public universities will have Internal Quality Assurance Units (IQAUS) functioning in accordance with international standards). The Ministry of Higher Education (MoHE) and Operations and Monitoring Support Team (OMST) are also closely following up on all the indicators and targets in the results framework. The main focus of the AF has been on increasing number of scholarships for Masters’ degrees and above for university academics. The grant agreement for the project has been updated and restated after the AF and will apply to the project.
