The cash transfer program has been designed to provide immediate cash support to the most vulnerable households. Moreover, the cash transfer will also reinforce their human capital through a series of soft conditionalities that includes having a birth certificate for the child, attending training and growth monitoring sessions and schooling older siblings. Page 1 of 4 The World Bank Report No: ISR15534 Implementation is proceeding in a moderately satisfactory manner. While the project is expected to achieve its objectives, the pace of implementation has been slower than expected. This has been due to several factors: 1) since cash transfers have never been attempted in Togo on a significant scale, preparation of the program has involved a large amount of capacity building, training, and awareness-raising; 2) coordination between Ministries and agencies (such as Ministry of Social Action, Ministry of Community Development, Technical Secretariat of the PDCplus, Post Office, national statistics directorate) and partners (World Bank, UNICEF), while crucial for success, has been time-consuming, 3) the Public Disclosure Copy randomized control trial impact evaluation of the intervention has required significant attention from the implementing agency, reducing time available for implementation, and 4) collection of data on beneficiary eligibility has taken longer than envisaged. Further, Government's decision to allocate 750 million CFA francs (approx. $1.75 million) to support the program in 2014 has -- at the same time as sending a very positive signal for the sustainability of the program -- diverted some attention of the implementing agency to adding a new group of communities to the program to absorb the government financing. Despite these delays, transfers are now ready to commence within the next month. The project has registered 9,661 eligible households in 120 villages in the regions of Kara and Savanes in northern Togo to receive transfers under the financing of the JSDF and IDA (identification of households to receive Government-financed transfers is still underway). The list of beneficiaries in all 120 JSDF/IDA communities has been validated by the communities and a random sample of beneficiaries has been audited by an independent consultant to ensure that the integrity of the lists of beneficiaries. The audit of beneficiary lists revealed no substantial issues of concern. Beneficiary ID cards are being printed and will include the logo of the Government of Togo, the Japanese flag, and the World Bank logo. A Management Information System has been installed in the two regions to manage key program data. Communications tools covering the key messages to transmit to beneficiaries have been prepared. The data collection and analysis is being undertaken by the Institut de recherche pour le développement (IRD) under contract with UNICEF. The PDCplus is financing enumerators and logistical costs and the World Bank is providing technical support to supervise the implementation of the impact evaluation.
