The second Supervision mission of the project was conducted during April 15-29, 2012 and included one field visit to the Deh Pada and Deh Surkh irrigation schemes in Zinda Jan district of Herat Province. Implementation progress had to be downgraded to unsatisfactory due to delays in selecting schemes and slow progress in surveying, designing, and awarding contracts. The current unsatisfactory implementation situation is largely due to insufficient technical and managerial oversight and guidance. Since the previous supervision mission (October 2011) project management has not improved and most designs are still of relatively poor quality. Other factors slowing down implementation included delayed recruitment of the international Implementation Support Consultants Team from NESPAK which began its activities only shortly before the start of the July 2012 mission; delayed recruitment of the International Procurement Specialist who joined only at the beginning of the July 2012 mission; continuing turnover of surveyors due to better salary offers Page 1 of 6 The World Bank Report No: ISR7854 elsewhere; and delayed recruitment of NGOs as facilitating partners for social mobilization activities and establishment and strengthening of Irrigation Associations. Disbursement rate increased only marginally between the two supervision missions - from 11% to 12%. A total of 65 Irrigation Associations have been established so far, up from 42 since the last mission. Technical surveys have been completed for 27 irrigation schemes (up from 16 since the last mission) with designs developed for 23 of them. However, no contracts for physical works had been awarded as of July 1, 2012 (the start of the mission- several contracts have been awarded since). Environment and Social Management Plans have been Public Disclosure Copy developed for 26 schemes (up from 10 since the last mission). Two (out of three) batches of trainees consisting of project staff and civil servants from the Irrigation Directorate (39 persons in total) have undergone 45-day training at the Water Management Training Institute (WMTI) in Lahore, Pakistan. In addition, five trainees attended the 10-day Monitoring and Evaluation training course at the same institute. H.E. Minister of MAIL has replaced the Project Director (PD) - the Adviser to the Deputy Minister for Irrigation has been appointed as PD and the Deputy Minister will oversee implementation more closely. 2. In addition to internal quality control procedures in the project, the Bank has engaged two international irrigation experts who review each technical rehabilitation design before they enter bidding packages. This process will be in place until the ISCT is able to assume full responsibility for quality control and sufficient confidence in the Area Teams is restored. 3. Selection of all 175 schemes will be finalized by August 31, 2012. 4. Diagnostic visits will be completed and Irrigation Associations will be established in 160 schemes by October 31, 2012. 5. Following training of DAIL officers by the project, all 175 Irrigation Associations will be registered by January 31, 2013. 6. Initial reports will be prepared and approved for 140 schemes by October 31, 2012. 7. Surveys will be completed for 70 schemes by October 31, 2012. 8. Designs will be prepared and approved for 50 schemes by October 31, 2012. 9. Bid documents prepared and cleared for 40 schemes by October 31, 2012. 10. Contracts will be awarded for 15 schemes by October 31, 2012. Public Disclosure Copy 11. Construction will be completed for 3 schemes by October 31, 2012. 12. The project will add a safeguards officer to each Area Team in order to properly manage and implement the ESMF. 13. In order to improve coordination between the OFWMP and the MAIL Irrigation Directorate as well as with other projects, the MAIL Deputy Minister for irrigation will chair a coordination meeting every fortnight to cover intra-ministerial aspects; and the OFWM project director will meet with EIRP/IRDP Project Director once a month. The area teams will meet with the regional Deputy Director and FAO national team leader in the region every fortnight to ensure full coordination between the two projects.
