The bidding documents for the Guria OPRC contract have been completed and cleared by the Bank, and the RD has launched the bidding process due to reach award stage by end November 2019. It is estimated that this contract will achieve 30% completion rate in 2020 and 30% in 2021.  Six contracts are being implemented under the Design-Build-Contract (DBC) arrangement (covering 4 road sections). One of these contracts has already been completed and closed. Implementation of the remaining three is progressing well, and have achieved a total physical completion rate of 64%; specifically, 51 km out of the target of 80 km. The roll-over in achieving the DBC DLI (Disbursement- Linked Indicators) targets was due to implementation delays caused by slow progress of design activities followed by the winter gap, as well as other factors. RD confirmed that the revised roads rehabilitation DLI targets for the years 2019/ 2020 will be achieved. The Bridge asset management activity (developing Bridge Construction and Maintenance Standards) has not commenced yet. The negotiations with International Road Assessment Programme (iRAP) has faced major delays. These were mainly due to delayed staffing of RD’s Road Safety unit. With the successful hiring of two road safety experts in March 2019, RD commenced the process of negotiation with iRAP.  The road safety awareness and education campaign in Guria region has not commenced yet. RD has clarified to the Bank that the Ministry of Internal Affairs (MIA) is currently undertaking an awareness campaign in coordination with the Ministry of Education. RD is discussing with MIA the coordination of both the programs, the one under SRAMP and that of the Government. RD will notify the Bank with outcomes of these consultation and discussions, together with a specific timeline for implementing the campaign, by end November 2019. RD has awarded the contract for the design of the climate resilience measures in Racha region on February 21, 2019, to Dongsung Engineering Co. The Bank received the Interim report from RD and subsequently shared its comments with the department. RD then submitted a revised version of both the inception report and the first progress report. The Bank will respond in due course to RD on the revised submissions.
