INE implemented several short trainings for staff at HQ and in the provinces (DPINEs). INE issued 5 Masters scholarships for its staff at universities in Portugal and Mozambique. Another 30 scholarships will be issued by February 2020. The VC system was installed in the HQ and all 11 DPINEs. The PIU is well staffed, with 5 additional junior staff in the areas of procurement and FM. Challenges between INE PIU and INE HR Department have reduced substantially after the new INE President was appointed (during the last quarter of 2019). Component II 2/6/2020 Page 1 of 9 The World Bank Implementation Status & Results Report National Statistics and Data for Development (P162621) During this reporting period, INE reached a major milestone with the official publication of the 2017 housing and population census results in its website at the national and provincial levels. The sample frame was finalized by December 2019. The full microdata and 10% sample will be ready for the final users by January 17, 2020. Another milestone was the starting of the main fieldwork of IOF 2019/2020 in December 2019. In contrast, the development of an online platform to collect and process economic statistics sectorial and territorial statistics (Sistema Integrado de Estatísticas Económicas – SIEE) will need to increase implementation progress. Component III The implementation of the Spatial Development Planning activities continues to progress according to the work plan. All activities have been procured and are in advance stage of implementation and some already finalized. The PDE has achieved in this period important milestones with the strengthening of the priority national agencies, including configuration of system data interoperability with PDE, development of several spatial analysis tools and new thematic maps. On policy and institutional level, during this period the project helped the formulation of the national spatial policy and institutional framework for spatial development planning, which waits Government approval. It is under implementation the preparation of national standards for geospatial data and infrastructure. It was elaborated the PDE Business Plan, which was already used for the 2020 MTC/PDE plan and budget. The partnership between UEM and the UFMG has initiated to strengthen the spatial research programs of the Faculty of Geography and the Faculty of Architecture and Physical Planning. PDE has also hired an international firm which carried out a detailed assessment to inform the allocation of the additional finance which will help to strengthen the quality of spatial data and its spatial analysis services capacity. Component IV The implementation of the component by MEF-DC is progressing well. Bilateral meetings with development partners registered in the ODAMoz system continue. Four emerging partners were invited by the Minister to socialize with the system and to realize the importance of complying with Government requirements in reporting the financial data of their development projects. The contract with the company to prepare the Business Plan for the new external aid data management system was signed on 9 October. On September 13, MEF held a seminar to present the proposals of the CRUD Matrix, features, and the contents of the new system. Terms of reference for the development of the new system were drafted. A final study visit was prepared with the support of the World Bank so that MEF-DC can take advantage of good data management practices in foreign aid from another country.
