The objectives of this mission were to: (i) meet with counterparts in DSWD and partner government agencies involved in the implementation of the Program; (ii) review the overall progress of the Project since the last implementation support mission in April 2019; (iii) review progress of the Project towards achieving its stated Development Outcomes and 12/23/2019 Page 1 of 9 The World Bank Implementation Status & Results Report Philippines Social Welfare Development and Reform Project II (P153744) Intermediate Indicators; (iv) determine critical milestones for ensuring smooth Project implementation; and (v) identify areas/activities that require continued technical assistance. The Project Development Objective (PDO) of the SWDRP II is to support the National Program Support for Social Protection of DSWD to improve the use of health and education services of poor children. Based on the status of the Project Development Objective Indicators (PDOIs), the project continues to meet Satisfactorily its PDO, despite some indicators falling short of target. The project has four PDO indicators, which focus on monitoring and compliance of beneficiaries to program conditions: (1) share of monitored children in elementary school in poor CCT beneficiary households attending school at least 85 percent of the time; (2) share of monitored children in high school in poor CCT beneficiary households attending school at least 85 percent of the time; (3) share of monitored children 0-5 years old in poor CCT beneficiaries households undergoing growth monitoring and check-ups in accordance with Department of Health protocol; and (4) share of monitored children in poor CCT beneficiary households who transition from elementary to high school. Progress on all results indicators is shown in the Results Monitoring Framework (RMF). As of July 31, 2019, the Pantawid Pamilya Pilipino Program is being implemented in 145 cities and 1,489 municipalities in 81 provinces, with a total of 4,876,394 registered households since the program started in 2008. Out of the total number of registered households, 4,124,088 are currently in the program (the rest have exited due to natural attrition or for no longer being poor), covering approximately 8.4 million children. Out of these, 3,922,562 are covered by the regular CCT program while 201,526 are covered by the Modified Conditional Cash Transfer (MCCT), which targets victims of natural and man-made disaster rendered homeless and with no means of livelihood, homeless street families, and Indigenous People in geographically isolated and disadvantaged areas (GIDA). Of the total number of active households, 41 percent are from Luzon, 39 percent from Mindanao, and 20 percent from Visayas. Based on updated program information made available during the mission, Pantawid Pamilya is complying with three out of four PDO core indicators, where the share of monitored children in elementary school is slightly below the target. As of July 31, 2019, 90.7 percent of all monitored children attended elementary school 85 percent of the time, marginally below the 90.9 percent target for the period. Meanwhile, the Program maintains high compliance rates in health conditions, as reported in the RMF. On December 10, 2019, the government signed the Institutional Rules Regulations (IRR) of the 4Ps law, marking a significant milestone of institutionalizing the CCT program. Finally, the Pantawid Pamilya CCT continues to promote responsiveness to the welfare of indigenous peoples in compliance with its IP Participation Framework. Similarly, the project also continues to be classified as gender-responsive, using the NEDA Harmonized Guidelines for GAD Mainstreaming (per Magna Carta of Women). Moreover, DSWD has taken concrete steps to mainstream IP and gender dimensions in all its key operational systems.
