The project launch took place on December 5, 2017, and an initial SPN visit was carried out in April 2018. This ISR is based on the findings and recommendations of the supervision visit carried out from September 25 to October 1, 2018. Components 1 and 2: The 1st Call for Proposals was issued in December 2017 seeking proposals for innovation sub-projects to be funded through the Project's competitive grants windows. The response was very strong; more than 800 proposals were received. The proposals were evaluated, and 556 proposals were judged to be technically sound. Of these, 328 advanced to the full proposal stage, and it is anticipated that about 250 proposals will be implemented after the contract negotiations have been completed (contract negotiations are ongoing and are expected to be completed within two months). On October 16, 2018, after the supervision visit had ended, the Steering Committee approved the funding of 56 additional sub-projects, meaning that the number of projects to be funded during the first round will likely total around 300. The failure of many proposals to advance all the way to the implementation stage can be attributed to various factors, including: (i) failure of the applicant to prepare a full proposal; (ii) inability of the applicants to provide the required legal documentation; (iii) inability of the applicant to raise the beneficiary's contribution; among others. The number of sub-projects that will be funded in the first round will fall short of the ambitious target of 500 subprojects, resulting in lower-than-expected disbursements, but the team does not consider this to be a major concern at this stage. The fact that around 300 subprojects will be funded within 12 months of the project launch is a major achievement. The PNIPA competitive grants programs is well-known throughout the country, and assuming this interest is reflected in a surge in new proposals to be submitted in the following rounds, the end-of-project targets remain achievable. The 2nd Call for Proposals will be launched in October 2018. 2. Component 3: Component 3 is in many respects the most important component; if the project is to have long term impacts, it will have to be successful in building a strong national innovation system in the fisheries and aquaculture sectors, whose activities will be reflected in changes in the behavior of actors in the two sectors. The Coordinator for Component 3 (Governance) resigned unexpectedly, which delayed the start-up of activities being funded under Component 3. A new Coordinator is being recruited, and in the meantime activities are getting under way under the direction of an Acting Coordinator. A detailed plan of work has been prepared focusing on development of the national innovation system, carrying out strategic analytical works to inform policy and regulatory work, and preparing a draft national innovation policy for the fisheries and aquaculture sectors. 3. Project management: The Lima office has been established, equipped, and staffed All six regional offices have been established and staffed. Considerable progress has been achieved in developing (or adapting) software for selecting, evaluating, and managing sub-projects, as well as software for project administration, financial management, procurement, monitoring and evaluation. In summary, during the first year of implementation, good progress has been made with respect to recruiting staff, setting up the central office and the six regional offices, and implementing the 1st Call for Proposals for competitive grants. Based on these achievements, all performance ratings are maintained at Satisfactory.
