Wuhan and the Bank have agreed to carry out a series of strategic actions to improve project execution. Some of these actions were implemented during the last year with positive results. From September 2013 to September 2014, the loan disbursed US$17.33 million, equivalent to 40.3% of the total disbursed amount of US$42.99 million. However, counterpart funds are needed to ensure successful project execution and the achievement of the PDO. Wuhan PMO has agreed to find the necessary counterpart funds. The Project needs to be restructured to reflect changes to the Public Transport, Road Safety and Road Improvement Components. Wuhan PMO will submit the official request for restructuring once it has found the necessary counterpart funds. The review has indicated there are issues with the M&E framework such as methodological difficulties to measure the indicators, targets lower than baseline and progress lower than baseline, in addition to internal consistency issues. In addition, the changes in the description of the components demand in-of-themselves an update to the M&E Framework.
