Results as of March 2013 were as follows: Prevention: (i) 89 neighborhood Child Protection Committees have been set-up or revamped in Masina, Kimbanseke, Bumbu and Limete munincipalities; (ii) the members of these local committees have been trained on children rights and about 79 cases of child abuse were taken to the local authorities for judicial follow-up; (iii) 94 sensitization meetings have been organized for parents in the target municipalities ; (iii) 41 radio programs and about 63 sketches have been broadcast. A communication plan is being finalized by the PIU. Concerning the free school enrollment of children at risk, the PIU reported that 1,518 pupils (44% girls) were attending regular primary or secondary school, 199 pupils were in catch- Page 1 of 7 The World Bank Report No: ISR11220 up schools and 116 received professional training. It should be noted, however, the World Bank mission found a discrepancy between the number of children-at-risk reported as benefiting from free school enrollment by the PIU and the number of children-at-risk actually attending school. Assistance: Most of the services offered under this component take place in shelters where street children may either either come during the day (open shelters) or reside (closed Public Disclosure Copy shelters). Almost 2,836 (former) street children (64% girls) have received psychosocial support, 1,299 are attending school (44% girls). Medical care has been offered to more than 900 children, including pre- and peri-natal care for street girls, and over 800 children were provided sleeping accommodations. Family ties had been reestablished for at least 537 street children, and over two-thirds of them have been reunified with their families. The poor quality and/or limited space of many of the shelters continues to be a concern, but the project can not support upgrades of buildings belonging to private entities (i.e., owned or rented by NGOs). Capacity Building: The organizational audit of the Ministry of Social Affairs was finalized and presented at a workshop. The quality of the audit was unanimously praised, as it has identified the main challenges facing the ministry as well as a series of priority actions. The project will be able to support some of the priority actions, while additional support would be available through technical assistance and analytical work already planned for FY14. M&E: The Bank team noted the need to strengthen supervision with more frequent field visits (this recommendations was already made during the previous mission), closer collaboration with partner NGOs and an operational M&E system. Strengthening the M&E function is all the more important in light of the upcoming mid-term review (see below). In particular, the December 2012 aide-memoire recommended field supervision to be carried out on average two-three times a week by each of the two Experts (one for prevention, the other for assistance). Field supervision, however, has been minimal and the reason given was lack of a means of transport, even though (a) there is a 4X4 vehicle dedicated to field supervision, and (b) an additional car was purchased. Concerning data collection, it was noted that the data collection tools used by NGOs differ from one another, which complicates collation and interpretation. As already recommended in May 2012, To help solve the problem, both supervision missions recommended reference to the Guideline book of Monitoring and Evaluation designed for the Project since May, 2012. This will help Experts to update and make uniform the data collection tools to facilitate the interpretation thereof. Project Management: Fiduciary functions have been provided so far by the Social Fund through the Emergency Social Action Project. With the Emergency Social Action Project closing on June 30, 2013, it was decided that the Street Children Project will progressively take over fiduciary functions; this will require revisions of the Project Implementation manual and the hiring of a part-time procurement specialist (the project accountant will become responsible for financial management). In line with previous recommendations, the PIU has been restructured and a new Project Coordinator and M&E Expert took up their functions on May 1, 2013.
