As requested by the Ministry of Social Development (MOSD) a level two restructuring has been completed to extend the closing date for the Additional Financing for the Gaza Cash Transfer Project (CTP AF, P119307- TF15389) from December 31, 2017 to June 28, 2018. This would be the second and last extension of the closing date. The proposed extension will enable MOSD to update its poverty targeting tool as well as recertify the beneficiary households to ascertain their eligibility to receive cash benefits under the CTP. In early 2018, MOSD plans to revise Proxy Means Test Formula (PMTF) based on the most recent data from the Palestinian Central Bureau of Statistics (PCBS) and the Palestinian Household Expenditure and Consumption Survey (PECS). An impact evaluation of the CTP was concluded in July 2017. The activity included a follow-up household survey data collection on the 2012 sample, previously selected in both West Bank and Gaza. Survey findings showed that there is an improvement in the number of households who graduated out of poverty in 2017, relative to 2012. This comparison is based on estimated consumption levels as reported by surveyed households. The results show that households which are below the poverty line represent 82.4% of all beneficiary households in 2017, compared to 90.4% in 2012. However, this improvement was mainly due to positive changes in the West Bank; conversely, in Gaza, while poverty levels remain high. Under Component 1 – Cash benefits, which aims at distributing quarterly cash payments to about 5,500 households living below the extreme poverty line, in accordance with the Palestinian Central Bureau of Statistics poverty distribution, MOSD has made progress in (i) reaching approximately 115,000 households (about half of which are female-headed households—covering more than half of the poorest quintile as well as devoting two-thirds of its resources to the extreme poor; (ii) participating in targeting and other program assessments, and (iii) recertifying over half of the CTP beneficiaries, with plans to recertify an additional 30,000 households over the coming months. The project is also currently engaging citizens by developing a complaint handling mechanism (CHM), which would make the project more responsive to beneficiary needs. In addition, this CHM would help ensure greater transparency, awareness, and trust in the selection of project beneficiaries among citizens and key stakeholders (e.g., social workers, government officials, etc.). Furthermore, the project has successfully used a Geographic Information System to compose poverty maps and provide better targeting of localities.
