As of February 15, 2014, 382,700 additional people, representing 75% of the end-of-project-target (EOPT), have gained access to piped water. Initial delays in the procurement of the urban water component are being resorbed. All the urban water civil works contracts originally planned have been awarded, except the one for the city of Arlit which was delayed for justified technical reasons. Procurement of new water supply activities resulting from the project restructuring is underway; two contracts have already been awarded. Progress was made in the implementation of the sanitation component (school and community sanitation) since the previous mission. The first half of the onsite sanitation program is expected to be completed by end of June 2014; the second batch is actively under preparation for procurement. Page 1 of 4 The World Bank Report No: ISR14033 The financial equilibrium of the urban water maintained and the 4% tariff adjustment envisaged in 2014 will strengthen this positive financial position. However, the outstanding arrears in the payment of the Government agencies’ water bills (4 billion CFAF - representing 20% of the sector annual revenues), is a threat to the financial autonomy of the sector.
