The Government of Zambia has continued to prioritize the mainstreaming of climate-resilient and low-carbon options into its development plans. This is reflected by the allocation of approximately US$1.5 million in the 2015 national budget for such activities – twice the amount allocated for 2014. The Provincial Project Implementation Unit (PPIU) is now fully operational in Mongu, Western Province and is adequately supporting the development of participatory adaptation sub-projects at district, ward and community levels. The ‘100-day Challenge’ work plan to fast-track the implementation of participatory adaptation initiatives at community level has progressed well and may now be considered completed. Eighteen (18) project proposals have been approved by the Provincial Planning Sub-Committee (PPSC) and have obtained environmental clearance from Zambia Environmental Management Agency (ZEMA). Funds have been transferred to community accounts to allow work on sub-projects in three of the seven districts to commence. One such community sub-project – Kalonga canal improvement in Natonga community, Limulunga District – was launched on August 27, 2014, and ground-breaking took place in the presence of two World Bank Executive Directors, the Provincial Permanent Secretary, the local Member of Parliament and other local leaders. Many of the first batch of approved, demand- driven sub-projects under component 3.1 (participatory adaptation sub-grants) are community level canal-clearing initiatives, apparently complementing the planned, major canal rehabilitation works on the seven selected, priority canals in Western Province under component 3.3. Currently disbursement currently stands at $4.23m (14%). Field visits to communities in Limulunga, Nalolo and Senanga districts clearly demonstrated the strong enthusiasm and commitment of community members and leaders, with implementation in some cases already substantially completed. It also became clear from these field visits, however, that understanding varies among community members and leaders in terms of expectations of the role that canal rehabilitation could play in improving climate resilience. While some communities understand that canal clearing can only be a means to an end (improved drainage and irrigation to facilitate increased agricultural productivity, with complementary activities (e.g. access to improved seed varieties) needed to realize this goal), others seem to regard canal rehabilitation more as an end in itself. There is a clear need to deepen understanding and awareness of the wide range of potential actions and changes in attitudes and behavior needed at multiple levels to contribute to strengthening climate resilience. The identification and selection of NGOs/ CSOs to perform the role of ‘Climate Resilience and Adaptation Facilitation Teams’ (CRAFTs) has been completed. Memoranda of Understanding (MoUs) are expected to be signed soon with these selected CRAFTs. The CRAFTs form a link to work directly with communities to facilitate the participatory identification of climate-resilience initiatives as an integral aspect of local-level development planning. The recruitment of an international and a local consultant to deliver the training of trainers (ToT) in climate risk- and resilience-planning to the selected CRAFTs has also been completed. The ToT for CRAFTs and government technical staff (including members of the Provincial and District Planning Sub-Committees) is now scheduled to take place over January 2015. This is expected to contribute substantially to local stakeholders’ understanding of how to strengthen climate resilience, and thereby lead to a more diverse range of participatory adaptation sub-projects being proposed and ultimately achieve the project development objectives. The final, conceptual design report for the major rehabilitation works on the seven priority canals has been completed. The report includes proposed measures for the future, sustainable operation and maintenance of those and other canals, addressing institutional, technical and financial considerations. Bidding documents have been prepared and reviewed by the Bank. A proposal has been tabled that calls for a set of ‘Norms, Standards and Procedures’ to be elaborated and formally adopted on the part of the Government of Zambia for the sustainable operation and maintenance of canals. To ensure smooth launching of other project component activities, the envisaged inter-agency coordination MoUs to support the implementation of specific project sub-components have received a waiver from the attorney general’s office. This will help facilitate progress towards the achievement of the project PDO since those activities that rely on inter-agency coordination should proceed faster. The next (third) full implementation support mission is planned for February 2015. This mission would largely focus on the quality of implementation of field-level activities under the pilot participatory adaptation component at district and ward and community levels. In addition, it will include a review of progress in implementation of all other components of the project to ensure that the intended complementaries among project components are being realized in practice. A time-bound action plan on next steps in project implementation has been agreed.
