The Government-CSOs Partnership Project supports this process by facilitating an Page 1 of 4 The World Bank Report No: ISR16602 informed dialogue between government and CSOs. The project first component provided the space and the technical assistance for a Government-CSOs dialogue centered both on the broad commitments under the Partnership and Mutual Accountability Framework (PMAF) and more sector-specific collaboration between different line ministries and CSOs. In addition to the technical assistance provided under the project to lay out the ground for building multi-stakeholders coalitions, an international conference “Partnership for Development Knowledge Conference” and a “Partnership Knowledge Forum” were organized in Sana’a on March4-6, 2014. The objective of these events was to share lessons from Public Disclosure Copy comparable international experiences in enhancing Government-CSOs partnerships and initiate a dialogue between Government and development oriented CSOs on how better collaboration can improve development results and promote participation and inclusion. The conference brought together more than 250 participants and facilitated interactions across different stakeholder groups which have traditionally been limited in Yemen, contributing to a certain lack of trust and collaboration. Lessons learned from Indonesia, Brazil, India, Ghana, and Palestine were shared highlighting how they successfully put in place government-CSO partnerships for development, and informed the discussion of the working groups on how to foster Government-CSO dialogue in Yemen at the national and sector levels. Following the presentation of international experiences, the event generated a highly stimulating and productive discussion between government representatives and CSOs around the broad issues of Enabling Environment, Law of Association, Access to Information, CSO Governance, Service Delivery, and Citizen Engagement. The Knowledge Forum brought together government representatives and CSO leaders from different governorates to showcase experiences in Yemen where collaboration has enhanced development impact. The working groups’ discussions laid the foundation for the next phase of the project, which will delve into sector-specific collaboration and partnership. It will help participants identify gaps and overlap between activities, as well as complementarities and opportunities for more effective collaboration. In preparation of the project second component and based on the feedback from CSOs, the project prepared content to be added to the MOPIC website to allow CSOs to sign up for the upcoming sector dialogue sessions and propose thematic panels. The web site is used as a channel to improve participation and transparency, and provide CSOs with a tool to seek information and/ or express their concerns or grievances. The offline version of the content has been hand delivered to MoPIC while the ‘beta’ version of the pages has been uploaded at the following link. The following summarizes the discussions that took place during conference sessions and some of the outcomes and agreements reached. The rich and open dialogue resulted in a set of recommendations jointly formulated by the government technical teams and CSO representatives as well as future actions, including the following: • Build on working group outcomes and discussions with the Ministry of Planning and International Cooperation to determine the 3–4 priority sectors in which more sector- specific dialogue needs to take place. • Preparations and groundwork for sector-specific dialogue, building on the conference outcomes, will continue via technical discussions with relevant Sector Ministries. • Sector dialogue sessions to be implemented in a transparent way and with CSOs participation and will focus on sectors that were recommended by the working groups. • Dialogue sessions will support the development of sector-specific action plans that identify concrete opportunities for partnership between sectoral ministries and CSOs operating within the sector. Video blogs, participants’ interviews as well as a concise Fact Sheet on the CSOs sector were also disseminated through the web.An upcoming mission is scheduled for the third week of November to further the preparation of the sector dialogue sessions and consolidate the multi stakeholders coalition building.
