Trust Fund Grant No. TF098323 for the Supreme Audit Institution Development
Amendment to the Grant Agreement
Dear Mr. Sharifov:
We refer to the Grant Agreement for the above-referenced Project, dated June 14, 2011
between the Republic of Azerbaijan (the Recipient) and the International Development
Association ("World Bank"), acting as administrator of grant funds provided by the Government of
the Swiss Confederation (the Grant Agreement). We also refer to your letter dated September 21,
2013, requesting the World Bank to make certain amendments to the Grant Agreement as well as
further discussions with the World Bank.
We are pleased to inform you that, after due consideration, the World Bank has agreed to
amend the Grant Agreement as follows:
1.     Section 2.06(d) (ii) of the Annex to the Grant Agreement is amended to read as follows:
"(ii)  The following methods may be used for the procurement of consultants'
services for those assignments which are specified in the Procurement
Plan: (A) Selection under a Fixed Budget; (B) Least Cost Selection; (C)
Selection based on Consultants' Qualifications; (D) Single-source
Selection; and (E) Sole Source Procedures for the Selection of Individual
Consultants."
2.     Section 3.03 of the Annex to the Grant Agreement is amended to read as follows:
"3.03. Withdrawal Period. The Closing Date referred to in Section 3.06 (c) of the
Standard Conditions is December 31, 2014."
3.     All the terms and conditions of the Grant Agreement that have not been amended hereby
shall remain unchanged and in full force and effect.
Please confirm your agreement to the foregoing by countersigning both copies of this
amendment letter and returning one of the countersigned copies to us. Upon receipt by the World
