The proposed change to the Post-Conflict Assistance Project (PCAP) (H3230/P082817) is to extend the closing date of the Grant by 6 months, from June 30 to December 31, 2013. This extension will provide the necessary time to complete activities whose implementation has been delayed by the security situation in the West of Côte d'Ivoire. B – PROJECT STATUS 2. The Project is a US$ 120 million ERL. The Project Development Objective is to improve conflict-affected communities and individuals opportunities for economic reintegration and access to social services, which will accelerate Cote d'Ivoire's crisis recovery and strengthen the prospects for sustainable peace in its territory. The project has four components: (i) Economic Reintegration, (ii) Identification Process, (iii) Community Rehabilitation and (iv) Capacity Building and Project Administration 3. Following the first restructuring approved in October 2011, some specific objectives were revised. For the economic reintegration of ex-combatants and youth-at-risk, the target number of beneficiaries was increased moving from 24,000 to 30,000. Concerning the Community Rehabilitation, the number of socio-economic community infrastructures to be built or rehabilitated was revised from 600 to 775. 4. As of January 31, 2013, 28,000 young people had benefited from the assistance of PCAP, a little more than 93% of the overall objective. Among them, 7,000 are ex-combatants and 9,000 women (more than the target of 30%). With regard to Community Rehabilitation, 608 infrastructures, almost 80% of the objective, were completed using CDD approach. Concerning the support to the identification process, two of the three main centers for archiving civil registry have been constructed and equipped. The Task Team confirms that the requirements of OP/BP13.30 (Closing Dates) have been met, specifically, (i) the project objectives continue to be achievable; (ii) the performance of the Borrower is satisfactory; (iii) the team has received an action plan from government/provided an updated procurement plan to complete the project within the revised closing date; and (iv) there are no outstanding audits, or IFRs for the grant. 5. The proposed 6-month extension is necessary to implement the action plan developed by the Government, deliver quick and visible development benefits to areas that were most affected by the crisis and the inter-community violence, and complete the project. Following the post- election crisis that led to more than 3,000 dead and over a million displaced, the government 3 launched an Emergency Program for Reintegration of Internally Displaced Persons in the West, the region hardest hit by the crisis. This program led to the expansion of component 3 (Community Rehabilitation) of PCAP. Its implementation has been delayed for security reasons, community tensions and the long beneficiary consultation process. 6. The latest Implementation Status and Results Report (ISR) rates the progress towards achievement of Project Development Objective and the Implementation Progress as Satisfactory. There are no overdue audit reports. C – PROPOSED CHANGES 7. There are no changes to the Project Development Objective. The only change is the closing date extension. 8. This will be the 2nd extension of the project. The current closing date (June 30, 2013) includes an earlier extension of 18 months. With this new extension, the project will cumulate 24 months of extension and will be 6.46 years old at the time of the new closing date. 4
