Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) Component Name Component Cost Component 1: Rehabilitation and Risk Management in the Water Resources Sector 34.35 Component 2: Rehabilitation and Risk Management in the Electricity Sector 33.95 Component 3: Retroactive financing of emergency relief and urgent rehabilitation of water and 3.50 sanitation infrastructure in Santo Dom ingo and Santiago Public Disclosure Copy Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Moderate Implementation Status Overview For Component 1 (Rehabilitation and Risk Management in Water Resources Sector, implemented by INDRHI), the mission confirms the improvement of PIU’s performances with considerable results achieved, including for the most critical activities: (i) acquisition and installation of the telemetric network (contract signed); (ii) rehabilitation of 3 dams (evaluation of bids) and (iii) irrigation network rehabilitation: works for 4 out of 12 packages are concluded, 3 packages are under works, the remaining under procurement. Details are showed in Page 1 of 6 The World Bank Report No: ISR13170 the attached Gantt chart. The Bank mission was able to confirm during field visits the good performance of contractors’ works for irrigation network (Neyba/Lote 1 and Miches/Lote 15). The mission has requested the PIU to update the PDO indicator (area benefited by rehabilitation works), as it appears clearly that the actual impact will overpass the original assessment (11,577 ha with restored and /or improved irrigation and drainage services). Public Disclosure Copy Still for Component 1, some activities remain on the critical path such as some studies (Dam Safety and Batimetry) and the rehabilitation of the fourth dam (Maguaca). For the latter, the mission held several technical meetings with INDRHI and the consultant firm in charge of design and it became clear that rehabilitation works could not be concluded by current closing date (December 31, 2014). Additional studies and approval of modified design by the international Panel of Experts will only allow the PIU to procure the works by April/May 2014. For Component 2 (Rehabilitation and Risk Management in Electricity Sector, implemented by CDEEE), all the activities will be concluded by March of 2014; the remaining disbursements sum 4.3 million USD. The rehabilitation works of Las Barias dam and Aguacate Hydropower facilities have been successfully concluded. The transmission lines works are facing some delays but the 10 km remaining (out of 152 km) will be completed by the end of March 2014. On the last day of mission, the PIU and the Bank Team were informed that only 5.4 M. USD have been assigned to INDRHI’s Component 1 for 2014 in the frame of the budget ceilings (topes presupuestarios). The mission have informed the Vice-Minister of Economy of this situation during the closing meeting and requested INDRHI’s director to take the required actions to increase this ceiling to the necessary amounts for 2014 (between 25 to 30 M. USD). Locations Country First Administrative Division Location Planned Actual Dominican Rep. Not Entered Río Yásica Dominican Rep. Not Entered Río Yaque del Norte Dominican Rep.
