In part, the project seeks to improve access to markets and services in the project areas through infrastructural improvements, and support institutional strengthening in the Ministry of Transport and Infrastructure (MTI), and of the maintenance agency FOMAV. Rural road improvements to paved standard (adoquines or concrete) are planned in different departments in the country, and expected to benefit almost 80,000 direct beneficiaries under the rural roads sub-component and over 64,000 beneficiaries under the FOMAV sub-component. Further benefits are expected in terms of support for short term employment generation Page 1 of 6 The World Bank Report No: ISR12154 through the use of local community participation for certain works under the project. Rural road improvements will be made through the use of private companies (for adoquines supply and earthworks) and the now established model of community modules (modulos comunitarios de adoquinado) and for one road section through the use of a contractor. Periodic maintenance works will also be financed under this project, and implemented by private contractors. A number of institutional strengthening measures are foreseen in the areas of improved road inventory and condition measurements, use of economic prioritization models in the planning process, updating the Ministry's transport strategy document, Public Disclosure Copy targeted improvements in axle load control, disaster risk management integration, road safety and road maintenance. One major project activity will also include the establishment of a national rural roads program in the productive zones of the country that can be financed by the Nicaraguan Government in conjunction with other financial institutions and partners, and this will be started after the completion of the National Transport Plan currently under preparation.
