The one-employee, one-file process has been completed in all seven participating ministries and counties. A new performance management system was introduced in the participating ministries. Biometric registration of all staff has been done and the CSA begun re-issuing new biometric ID Cards (with hologram features) to civil servants. The biometric identification system includes employees on the supplementary payroll (at the MOE and at MIA). Mandate and Functional Reviews Reports were drafted and validated for MOJ, MOE, MFA, MIA, MICAT and MOH. The Project Oversight Committee that was formed to provide strategic and policy guidance to the project has been active and meets on quarterly basis. The Year-0 DLI (Preparation and Cabinet approval of Pay Strategy)has been completed and an independent verification consultant produced a report to confirm the completion. The Year 1 DLI ( all participating ministries issued employment appointment letters to all their staff on personnel listing) was also completed. Progress has been observed on DLI#3 (participating ministries have completed one annual cycle of the performance appraisal process for P & E grade civil servants).
