The project will support over half a million public school students in 637 secondary schools, over 7,000 teachers and school administrators and will strengthen the capacity of district, state and education institutions. The target improvements in schools (measured by project-administered standardized student tests) has been exceeded - 90% of the schools showed improvement compared with appraisal targets. In 2012, the WASSCE pass grade was as follows: English - 88.29%, Mathematics -81.35% and Biology - 61.5%; Corresponding data for 2011 show improvements to 84%, 47% and 67% respectively. Some schools attained 100% pass rate in the 2011 WASSCE Page 1 of 5 The World Bank Report No: ISR9259 examinations and in different subjects. Based on high level of performance of the project, the analyzed results from the 2012 West African- Examinations-Council (WAEC) external standardized exams and Junior Secondary School Exams showed improved pass marks in all the three subjects compared to the project targets. The Project continued to make strong progress in the distribution of school grants, with 100% of all secondary schools receiving their grants within the stipulated period (including Public Disclosure Copy eleven schools with special needs - physical and learning disability). This seamless grants distribution was made possible by the Bank electronic transfer (e-disbursement) system to school accounts. A total of 7,998 trainees participated in the leadership training for principals and school district administrators, exceeding the appraisal target of 1,706. Actual trainees for zonal project administrators also exceed appraisal targets (1,426 versus 693). A new method of teacher training was implemented through competitively outsourced to accredited teacher service providers. Moreover, the Project exceeded appraisal teacher training targets for English, Math and Science—16,445 versus 5,385. An additional 25,455 teachers were trained under the school grants versus the original target of 1,615 teachers. Three out of the five targeted national and international public-private partnerships (PPP) have been completed and the remaining two would completed by end of September, 2013. The achievement of the Development Objective (DO) is Highly Satisfactory, with significant improvements in the senior and Junior secondary examinations in English and Science, and Mathematics in the project-administered standardized student tests.
