After nearly four months of implementation, the project has made substantial progress. US$6.75 million has been disbursed, equivalent to 30% of total project amount. Component 1. Supporting the Implementation of the Emergency Income Support and Training Program (EISTP). The government signed a subsidiary agreement with the Sint Maarten Training Foundation (SMTF) to implement the Income Support and Training Program. Since August 2018, 832 participants registered in the program, and about 62 percent are women. As of October 31, 750 participants are receiving emergency income support in exchange for attending training courses. This lower number is explained in part by the exit of some 1/10/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Emergency Income Support and Training Project (P167368) participants in the last months due to: i) participants re-entered their jobs or found a job opportunity (5%) ii) participants temporarily or permanently dropping out of the program. Both reasons are positive signs of implementation for the program since people are returning gradually to their previous jobs since hotels are re-opening progressively or are finding a new job and 5% of dropouts is below the international average for similar programs. There is anecdotal information from beneficiaries regarding their high level of satisfaction of the program and this can be reflected in high levels of attendance rates of an approximate average of 90 percent. Moreover, since project effectiveness, the program has expanded by broadening access to the unemployed population, to a new sector such as the construction sector with the collaboration of the National Institute for Professional Advancement (NIPA). In addition, more hotels have been added to the hospitality trainings. Component 2. Strengthening the institutional capacity to enhance the social protection system The implementation of this component relies on the Ministry of Public Health, Social Development and Labor (VSA for its Dutch acronym) and a Project Implementation Unit (PIU), which is being supplied by the Interim Recovery Committee on an ad hoc basis, while the National Recovery Program Bureau (future permanent PIU) is being set up. Currently, both parties are working on preparation activities for the launch of the component to start the development of social registry to improve resource allocation, implementation and coordination of social programs.
