A number of activities have been taking completed in FY11-12 Page 1 of 5 The World Bank Report No: ISR6156 and some are still ongoing. Most notably, the client has successfully set up the institutional structure agreed in the financing agreement, including a Joint TSMP Steering Committee (JTSC) with representatives of key donors and government officials, an Interim National Statistics Steering Committee (INSSC) as the apex governing body of the national statistical system in lieu of a Board of Public Disclosure Copy Directors, which will be instituted as part of the ongoing legal reform; and finally, four statistical sector working groups. Furthermore, a new organizational chart for NBS has been outlined and a restructuring and change management strategy has been designed. A number of other improvements have been introduced to the management of the statistical system. The ten-year survey calendar has been updated and a detailed annual release calendar is now being published at the beginning of the fiscal year. This provides more clarity to users on coming statistical activities and planned publications, as well as a basis to monitor performance of the national statistical service. Delivery of the annual statistical program against the release calendar is an important performance indicator in the TSMP results framework. In terms of statistical work these are the most important activities currently ongoing and planned for Q1 FY13: Revision and re-base of the systems of national accounts in Tanzania Mainland and Zanzibar, which will result in a new benchmark GDP estimate and a revised series of macroeconomic aggregates. The release of the new series is expected in September 2012. Household Budget Survey (HBS) 2011-12. The survey is currently in the field. The survey will yield key indicators on poverty, household characteristics, housing, asset ownership, consumption, employment and income generating activities of households including informal businesses. Indicators from the HBS 2011-12 will also feed into GDP and CPI estimation. Demarcation of Enumeration Area (EA) and administrative boundaries and production of digital maps. The geo-referencing of EA and administrative boundaries and the creation of up-to-date digital maps are important steps in the preparation for the 2012 Population and Housing Census. Furthermore, the resulting shape-files will serve as a foundation upon which additional layers of information can be superimposed to create detail-rich and informative digital maps. Finally, Tanzania is planning to take the decennial Population and Housing Census in August 2012. The STATCAP credit will not be financing census activities directly, but proceeds have been spent on demarcation of enumeration areas as mentioned above, and the STATCAP will be financing the development of a new national master sample based in the 2012 Population and Housing Census.
