The large majority of the key recommendations made at the Mid Term Review (MTR) stage in October 2013 are currently being implemented in a satisfactory and timely manner across components and, as such, implementation progress is positive. Significant progress was also made in the area of safeguards over the last six months, as all MTR recommendations in this area have been addressed promptly. In terms of disbursements, 100% of the GPE grant, 97% of the Page 1 of 8 The World Bank Report No: ISR14515 original IDA credit, and 34% of the additional IDA credit have been disbursed up to May 2014. A limited number of the MTR recommendations across components experienced slight delays in implementation over the last six months (particularly in relation to the pace of classroom constructions, the recruitment of TA in the area of teachers training, the implementation and/or revision of the textbooks' operational plan, and the contracting of the Independent Verification Agents for early childhood), and these areas will require increased focus throughout the next implementation period. Public Disclosure Copy Five out of six of the project's PDO level results indicators met their targets for 2013, and 12 out of 14 intermediate results indicators across the five components of the project also met or exceeded their targets for 2013. Finally, as part of the annual review of the sector which took place on March 27-28, 2014, the 9 multilateral and bilateral partners contributing to the FASE pool of funds agreed to rate progress of the sector in 2013 as "Satisfactory" (on a 3 point Likert Scale that includes Satisfactory, Mixed, and Unsatisfactory). The Annual Review report is attached. This demonstrates an improvement since the last Annual Review of the sector (in March 2013), where the progress of the sector had been rated as "Mixed". Overall, this project continues to be rated as Moderately Satisfactory (MS) on implementation progress given all the significant progress since the MTR and a few activities (see above) with slight delays. Implementation of the first two components is rated as Moderately Satisfactory while implementation of the last three is rated as Satisfactory. The timely implementation of all MTR recommendations across components would warrant a Satisfactory (S) rating for overall implementation progress in the next ISR. The project also continues to be rated as Moderately Satisfactory (MS) on meeting the targets of the development objectives.
