The project is undergoing a restructuring. Page 1 of 5 The World Bank Report No: ISR12575 The PDO and key performance indicators are proposed to be revised to streamline the project and subsequently better evaluate the achievement of the project outcomes. The proposed changes reflect adjustments in the dynamics of urban transport development in Xi’an. The municipality of Xi’an is determined to make public transport its priority. At this stage, it is anticipated that the project will likely achieve its revised PDO, which is being finalized during the current restructuring. A strengthened public transport program, improved traffic management, combined with a strong air quality management component – including vehicle exhaust emission testing and control - will contribute to cleaner transport and Public Disclosure Copy hence a reduced impact on the main cultural heritage in the city - the ancient Ming Wall. Further progress toward accessibility and mobility is expected through the completion of the Xi’an and Huxian road network components.
