This is a reflection in the increased management attention and commitment by the MOES leadership to accelerated implementation and the concrete actions taken by the PMU. In response to the recommendations from the last Bank review, the Government has taken further steps to strengthen the PMU, to step up technical oversight and support for managing the subgrant program under the component 3 and to monitor closely project performance. The project has made solid progress in implementing the policy development under components 1 and 2 with most of the outputs expected by April, 2013. The Page 1 of 6 The World Bank Report No: ISR9863 subgrant program under component 3 has launched the implementation of the approved Institutional Development Plans (IDPs) in 27 colleges. The preparation for the second round is progressing. The implementation activities for 2013 are advancing with the accelerated procurement process for the remaining technical assistance and implementation of the IDPs in 27 VET institutions under the first round of the subgrant program and intensive preparation for the second round of competition for the grants. The cumulative loan disbursement now has reached US$11.9 million, equivalent to 40% of the loan. This shows an increase of $700,000 up from January, 2013 establishing a trend of faster Public Disclosure Copy disbursement in a two-quarter period. The implementation progress to date is reflected in the key performance indicators as shown by component below. The trend of acceleration in speed and results is likely sustainable as the project has reached a milestone and has generated a momentum to succeed in achieving its desired development objectives thus contributes to the broader social modernization agenda. The progress made in advancing policy development under the first two components has yielded initial impact on fostering closer coordination between education and labor authorities and stronger partnership with industries and employers in the development of standards, qualifications framework and quality assurance system through the support for functioning sector and regional councils, development of occupational and education standards towards competency based curriculum and training programs. As the project advances steady, close monitoring of implementation remains necessary. With the on-going selection of a M&E specialist for the PMU and a firm to provide technical assistance in implementing the M&E, a study to evaluate project outcome will need to be undertaken to ensure that the baseline data is collected and put in place as the basis for evaluating project result on completion. As planned, a Mid-term review will be carried out by June, 2013 and will provide an opportunity to assess progress mid -term and adjust as necessary on the remaining course of implementation.
