For Ministry of Finance (MoF), which has 30% of the loan allocation, the number of scholars selected for pre-departure so far (English for Academic Purposes, Academic Bridging Program and Cultural Orientation Program) reached 100% of target -- 210 candidates were selected for pre-departure training; of these, one has withdrawn, 163 have Page 1 of 5 The World Bank Report No: ISR12805 commenced their programs (77% of selected candidates) and three scholars have completed their studies (2% of in training scholars). The other ten participating agencies, which have 65% of the allocation and are managed by the Ministry of National Development Planning/BAPPENAS Project Implementation Unit, have experienced substantial progress in the selection process with 86% selected candidates against the target -- 392 candidates were selected for pre-departure training against a Public Disclosure Copy cumulative target of 457 (86% of target); of these, eight have withdrawn their participations, 352 have commenced their programs (90% of selected candidates) and 46 scholars have completed their studies (13% of total in training scholars). The performance of Participating Agencies varies considerably. High performers are Badan Pemeriksa Keuangan (BPK; The Supreme Audit Board), Badan Koordinasi Penanaman Modal (BKPM; Indonesian Investment Coordinating Board) and Bappenas. Poor performers are Badan Kepegawaian Negara (BKN; National Civil Service Agency) and Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPAN-RB; Ministry for Administrative and Bureaucracy Reform), which are considerably below their scholars’ selection targets. Non-degree training has also improved, with numbers of scholars increased 79% of previous year, going on training in Asia, Europe, Australia and USA, as well as domestic certification training delivered until October 2013. All eleven Participating Agencies have completed and endorsed their Human Capital Development Plans (HCDPs) by the Minister, Head or Secretary General and are being used as the organizational training need analysis. The other essential design of the program, re-entry and career development policies as well as the Technical Review approach are progressing and will be completed end of this year. These are areas that are being emphasized by the World Bank as part of regular implementation support to the Government.
