JUSTIFICATION FOR MAJOR CHANGES IN THE PROJECT, IF ANY 2 The project concept that entered the GEF pipeline in January 2006 under the name of “ Romania Environmental Management Project ” anticipated a set of interventions in the International Waters, Biodiversity, and POPs focal areas as part of a large national program for environmental management. During project preparation the Romanian government identified nutrient reduction as their most immediate concern and proposed to address this issue as first priority, on a fast timetable, and with significant government co-financing (in addition to an IBRD loan). Upon the government request and in consultation with the GEFSec, the Bank therefore agreed to split the original project concept in two separate operations, one covering nutrient loads under the international waters focal area, with financing from the GEF Black Sea/Danube Partnership Investment Fund for Nutrient Reduction, for which CEO endorsement is now requested, and one addressing hazardous waste under the GEF POPs focal areas to be processed at a later stage and for which a summary sheet was provided to GEFSec in October 2006. Following the introduction of RAF in July 2006, it was agreed not to pursue the biodiversity component any longer. 4.
