PROCUREMENT PLAN (Textual Part) Country St. Lucia Full Project Name Saint Lucia Health System Strengthening Project Total Finance (USD) 20 million Project Number P166783 Date of the Procurement Plan: November 21, 2018 Preamble In accordance with paragraph 5.9 of the “World Bank Procurement Regulations for IPF Borrowers” (July 2016) (“Procurement Regulations”) the Bank’s Systematic Tracking and Exchanges in Procurement (STEP) system will be used to prepare, clear and update Procurement Plans and conduct all procurement transactions for the Project. All works, goods, non-consulting services and consulting services to be procured with this Project’s funds needs to be procured and contracted prior closing date for eligibility purposes. The procurement plan for this Project along with this textual part constitute the Procurement Plan. Procurement Plan The following conditions apply to all the procurement activities foreseen in the Procurement Plan: • The Bank’s Standard Procurement Documents: shall be used for all contracts subject to international competitive procurement and those contracts as specified in the Procurement Plan tables in STEP. • The new Fraud & Corruption clauses shall be incorporated in all contracts to be signed after approval of the procurement plan. The Health System Strengthening Project has three components of $20 million consisting of the following: Project Component Budget Allocation (US$ million) Component 1: Design and Implementation of an Essential 5.5 Benefits Package Component 2: Strengthening Service Delivery in Support of 13.0 the Essential Benefits Package Component 3: Institutional Capacity Building, Project 1.5 Management and Coordination Total 20.00 • Component 1 (estimated $5.5 million) comprises all activities related to the design and implementation of an essential benefits package, and a performance-based financing pilot. Activities related to the essential benefits package will mostly be consulting services, with the exception of the purchase of IT infrastructure (goods) and the development of a helpline, which is still under discussion and which may require the purchase of telecommunications equipment. • Component 2 (estimated $13 million) comprises a performance-based financing (PBF) scheme and activities related to the strengthening of primary care services, equipment inventory and provision of procedures, as well as activities related to public health emergency preparedness and response. The performance-based financing pilot is a transfer of funds which will not require any procurement. Therefore, it will be excluded from the analysis of this PPSD. Activities in this area will involve consultancies, minor civil works, and the purchase of goods and services. • Component 3 (estimated $1.5 million) will include activities related the GoSL’s monitoring and evaluation, implementation, technical, and fiduciary capacity to support the program.
