The delay in signing was due to setting up of the new government at the provincial and federal level following the general elections held in early 2013. The legal agreement is expected to become effective soon, upon receipt of the legal opinion from the provincial government. The Implementing entities - Education and Literacy Department of Sindh (ELD) and the Reform Support Unit (RSU) - are working on a fast pace to catch up on the delays caused by Page 1 of 12 The World Bank Report No: ISR13342 the late signing; However, progress on some key activities has been significantly impacted which may cause delays in the achievement of targets set for the Disbursement Linked Indicators (DLI).
