The Water Supply Support Project is the key part of the Water Sector Development Program (WSDP) which is a Sector Wide Approach Program (SWAp) funded by various Development Partners (DPs) and the Government of Tanzania (GoT). The Program is implemented by the Ministry of Water (MoW); Ministry of Health & Social Welfare (MOHSW); Ministry of Education and Vocational Training (MoEVT); Prime Minister’s Office, Regional Administration and Local Government (PMO-RALG); and other Implementing Agencies (IAs), including 9 Basin Water Offices (BWOs), 19 Urban Water Supply and Sanitation Authorities (UWSAs), Dar es Salaam Water Supply and Sanitation Authority (DAWASA), 109 Page 1 of 4 The World Bank Report No: ISR11417 district and small town utilities, 7 National Projects entities and 132 Local Government Authorities (LGAs). 2. The closing date for WSSP is extended by two years to February 28, 2014 while at the same time the budget for the whole program has increased from the original US$951 million to US$1,300 million due to the Additional Financing from AfDB and DFID mainly financing the Rural Water Supply component. In response to GoT’s request to reallocate funding from Public Disclosure Copy Rural to urban component, the WSSP has initiated the process for reallocation during the recent supervision mission. The new institutional mechanisms introduced through the 2012 project restructuring have continued functioning. These include: a Steering Committee to provide oversight over the program and 4 Technical Working Groups in line with the four program components as per the amended Memorandum of Understanding (MOU); strengthened management oversight in MoW; including technical capacity in the PMU. 3. Whilst the SWAp Program has disbursed US$923 million of the revised budget of US$1,300 million (around 71 %), IDA has disbursed US$179 million of US$200 million (around 89.5%) for nearly six years since the inception in July 2007. 4. Implementation of the water supply and sanitation schemes under components 2 and 3 is proceeding slowly. As of April 30, 2013, the incremental number of beneficiaries is around 3.2 million and 2.6 million respectively in rural and urban areas served through community water points and connections to the existing and new networks. 5. The preparation of the Integrated Water Resources Management and Development (IWRMD) plans is advancing with two final and one interim plans submitted. Construction of rural water supply schemes have either begun or are about to begin in 112 LGAs. This is major improvement compared to only 71 LGAs which had signed contacts for civil works during the last mission in October 2012. 6. Since the last mission, GoT has been engaged at higher level to establish and launch the Big Result Now (BRN) initiative which aims at introducing accelerated result based implementation in selected sectors. Rural water supply is identified as one of the six priority sectors that are considered under the BRN. The water point mapping exercise has been completed and the result made in use as a base line for planning and sector monitoring. The World Bank had also organized special mission with a focus on the RWS to discuss the new BRN initiative and explore possibilities of streamlining Bank’s future support with the GOT result based initiative. This special mission emphasized on the need to substantially improve the coordination among the key institutions. In particular it was agreed to strengthen the PMO-RALG lead role in providing oversight, coordination and facilitation of LGAs through its water sector support group. It was also emphasized that increased attention has to be given to sustainability of completed schemes.
