Progress towards achievement of the Project Development Objectives (PDO) is rated 'Satisfactory' and overall implementation progress is rated 'Moderately Satisfactory'. This is based on steady progress towards achievement of the PDO and significant improvements in the pace of implementation over the past months. Disbursement and Commitment rates currently stands at 68% and 94% respectively. The project is on track to achieve all its development objectives; all the target indicators will be achieved by the closing date. A summary of the status of implementation of each project component is provided below: Component 1. To improve efficiency and increase generation capacity in the state power utilities. 11/20/2018 Page 1 of 6 The World Bank Implementation Status & Results Report Energy Sector Development Project (P148560) Completed activities  Two 2MW gensets have been installed and commissioned in July 2016 in Pohnpei. One 1.6MW genset has been installed and commissioned in 2017 in Yap.  Efficient public street lighting has been installed in Chuuk and Kosrae.  Digital fuel meters have been procured in Yap.  The 500kVA distribution transformer has been installed in Kosrae. Ongoing activities include installation/procurement of: (i) 600kW genset in Kosrae; (ii) Solar PV in Chuuk; (ii) Additional street lighting for Kosrae, Pohnpei, Chuuk (Tonoas) and Yap; (iv) Rehabilitation of the substation in Yap; (v) Cash power meters in Kosrae and Chuuk (Tonoas); (vi) Distribution transformers in Kosrae and Pohnpei; (vii) Reclosers in Yap; (viii) Repair of genset 3 in Pohnpei. Component 2. To improve energy planning amongst the national and state entities to achieve a cohesive approach.  This component includes (i) preparation of energy master plans for each state, (ii) identifying and prioritizing infrastructure investments in the energy sector, and (iii) undertaking feasibility studies, and environmental and social impact assessments for the priority investments.  Master Plans: The master plans were produced and published in April 2018, followed by the donor conference that took place on April 19, 2018. Component 3. Technical assistance and project management  This component aims at the capacity building for the Energy Division and the Association of Micronesian Utilities (AMU) and supporting the Energy Division for the Project coordination, management and monitoring.  Support for AMU: An Individual Consultant is being recruited to serve as the AMU Power Electrical Engineer and support PUC for the majority of his time. A signed contract is available but the Consultant is yet to start.  Project Management: The PIU is staffed with the project coordinator from the Energy Division and recruited consultants including the Energy Adviser, the Procurement Advisor, and the Safeguard Advisor. However, these supporting staffs are gradually being phased out to account for the staffs of the newly created Central Implementation Unit (CIU), now supporting all World Bank project.
