The project benefits from the IDA18 Refugee Sub-Window, which aims to provide support to refugees and host communities, through an integrated multi-sectoral approach to improve social service delivery jointly with the Health System Performance Reinforcement Project (P164954), the Social Safety Nets for Crisis Response Project (P164830) and the Community Development Program Support Project Response to Forced Displacement (P164803). The signing of these projects has been delayed due to i) a lengthy governmental approval process, and ii) a potential breach in the adequacy of Cameroon’s refugee protection framework in January 2019 that implied a reassessment of the framework by the United Nations High Commissioner for Refugees (UNHCR). Following the positive reassessment, the signing of the ERSP took place on Tuesday, April 9, 2019 in Washington DC. The PPA (total amount of US$734,405) disbursements have reached about 64.8 percent (US$475,798.64). With several key PPA activities quite advanced, it is expected that the disbursement percentage could go up to 80 percent by October 2019. Overall project start-up as follows:  The Coordinator of the Project Coordination and Management Unit (PCMU) has been formally nominated. The recruitment process of key staff (Financial Management Specialist, Procurement Specialist, Monitoring and Evaluation Specialist and the Disbursement-linked Indicators (DLI) Coordinator) is ongoing with some delays. The interview process has been launched and the Project Coordination and Management team is expected to be in place by end April 2019.  The annual work plan is expected to be ready by June 2019, to begin implementation soon after project effectiveness.  Thematic unit coordinators for (i) Textbooks and Teacher Training; (ii) Early Childhood Development and Refugees and Internally Displaced Persons; (iii) Teacher Recruitment and Deployment; (iv) Performance-based Financing (PBF); and (v) Education Management Information System (EMIS) and Learning Assessments have been nominated.  Establishment of the Project Steering Committee, Textbook Technical Unit, EMIS technical Unit as well as the PBF Unit are ongoing. The team however has urged Government counterparts to accelerate the formalization of these committees/units, as they are marked as legal covenants in the Financing Agreement.  The following manuals: (i) Project Implementation Manual; (ii) Project Procedures Manual; (iii) PBF Manual; and (iv) common operation manual for the refugee and host communities integrated approach are expected to be validated by July 31, 2019. Key issues: to anticipate on the effectiveness, each thematic team has been asked to work towards achievement of the disbursement- linked results (DLRs) expected for the first year of project’s implementation (action plan for 5 years, and institutional conditions) for each of the seven results areas:  Results Area 1: Improved distribution of teachers recruited by Government in public primary schools (including refugee-affected local councils)  Results Area 2: Increased capacities of teachers in the effective and efficient use of the new curriculum in pre-primary and primary schools  Results Area 3: Increased availability of essential textbooks in public primary schools (including refugee-affected local councils).  Results Area 4: Increased access to pre-school in rural areas through community pre-school centers (CPCs), in line with national standards  Results Area 5: The establishment of a standardized student learning assessment system for primary and secondary education.  Results Area 6: A functional and operational integrated EMIS  Results Area 7: Improved learning environment and quality of education for children in host community schools affected by refugees. Considering the delayed effectiveness and the current incompletion of the PCMU, the national team may not be ready to achieve these DLRs as initially planned before June 2019. It is however expected to have each seven action plans externally evaluated and validated by September 2019 to trigger the first DLRs related disbursements. The national team has been informed about the need to accelerate the preparation not only of actions plans, but also of the effective implementation of activities of second year DLRs to be achieved in 2019- 2020 school year. An official communication will be prepared to Government to raise the level of urgency of these actions, to ensure timely disbursement and subsequent implementation of Project’s activities.
