Preparation of other activities is underway, as described below. The PIU, led by the FNDS / MITADER, is fully operational at central and provincial (Cabo Delgado and Zambezia) levels. Component 1: Promoting Integrated Landscape Management - Community land delimitation is ongoing in the Zambezia province as planned. - The Multi-Stakeholder Landscape Forum in Zambezia, although delayed, is in the process of defining its Vision for the landscape and its Sustainability Strategy. The Forum in Cabo Delgado has approved its Vision document, but Vision-related activities and their respective indicators have to be integrated into the annual work plans. Thematic groups have been meeting regularly in both provinces, although these should be decentralized to take place in the districts, and communication and outreach should be strengthened to increase engagement of local stakeholders. - Rehabilitation of the SPGC office in Cabo Delgado is complete for one building and we expect the activities will resume shortly. 6/4/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Mozambique Forest Investment Project (P160033) - 79 hectares were planted under the planted forest grant scheme in Zambezia and 580 hectares were planted in CD and Zambezia for the agroforestry activities. Identification of beneficiaries for the planted forest grant scheme is ongoing. - Community-forest operator partnerships (two in Zambezia) have been advancing, with the forest management plans and capacity building finalized. The partnership with private sector will take place through the "sustenta communities", the matching grant facility led by FNDS. The partnerships in Cabo Delgado have been put on hold due to the safety situation in the province. - Sustainable charcoal production activities in Cabo Delgado are ongoing. The producer associations have been formed and are in the process of being legalized. The area for the charcoal concession has been identified in Ancuabe and a preliminary inventory is being undertaken. Component 2: Strengthening the Enabling Conditions for Sustainable Forest Management - National Land Use Plan. Work is almost complete and national public consultations are underway. This activity is progressing very well and it is planned to be finalized and delivered to the council of ministers by June. - Law enforcement. There have been delays in the establishment of the national law enforcement agency (AQUA) in practice and in the formalization of the provincial delegations, which would be the implementing units in the provinces. AQUA also lacks a strategy to guide their operations, so proposed activities are dispersed. This has led to delays in activities on the ground. Delegates have been appointed in late May. - FAO has initiated the implementation of activities for sustainable forest management. The Agenda 2035 for the Forest Sector and National Forest Program are well under way and are expected to be submitted to the Council of Ministers in July. The Forest Information System activities and the assessment on institutional capacity of DINAF have started. - Evaluation of forest operators and the forest governance assessment The Forest Operators Assessment was carried out at the end of 2018. In Zambezia, the results showed an improvement in the score of forest concessions (from 62 to 81) and for simple licenses (from 56 to 74). In Cabo Delgado, the results worsened both for forest concessions (from 72 to 70) and for simple licenses (from 80 to 70). The mission recommended that results be widely disseminated and actions be taken based on results found. Component 3: Project Coordination and Management - The GRM is operational. Specialized trainings have been conducted and awareness raising with local communities is ongoing, with dissemination of communications materials. Service providers are being trained in GRM implementation. - The second FIP Monitoring and Reporting annual stakeholder workshop will take place in May 2019 and the second annual report will be submitted to the Climate Investment Fund by June 30. - Safeguards protocols. A protocol for avoiding conversion of critical habitat has been finalized and was tested in October 2018 with a focus on forest plantations. Provincial safeguards specialists and extensionists have been trained on the application of the protocol. A land access protocol has also been finalized. A protocol for microbasin water monitoring is under development by the government which will be used for monitoring water in the plantation areas. Dialogue with IFC and Portucel is ongoing on the areas for partnership and continued collaboration.
